UoB: No Foreigners Hold Administrative Positions

The University of Bahrain is committed to transparency in its recruitment practices, with a focus on prioritizing Bahraini nationals in its workforce. Utilizing the government’s “Shawagher” platform to advertise job openings, the university ensures that suitable Bahraini candidates are considered before extending the search to the Civil Service Bureau. The selection process includes personal interviews and final selection, with a total of 283 individuals currently employed on a contract basis.

In response to an inquiry by a parliamentary investigation committee on employment contracts and labor supply in government entities, the university emphasized its adherence to all procedures outlined in various regulations. This includes following the Unified Financial Manual, the Tender Board’s legislation, and the Civil Service Bureau’s directives. The tendering process involves internal committees to prepare documents, define evaluation mechanisms, establish performance indicators, and analyze bids, with contracts exceeding 300,000 Bahraini dinars submitted for review by the Legal and Legislative Authority.

The university highlighted the importance of compliance with stipulated conditions for contracts to be awarded, emphasizing the requirement for a valid Bahraini nationality certificate. Suppliers who are awarded contracts are expected to adhere to the terms outlined in the agreements, with strict adherence to Bahrainization quotas. Additionally, the university provided a detailed breakdown of its academic staff, outlining the recruitment process for faculty members, with Bahraini nationals given priority for certain positions.

The upcoming parliamentary session will feature discussions on reports from two investigative committees – the “Bahrainization” committee and the committee on employment contracts. These reports will shed light on the procedures adopted by government entities in the process of replacing expatriates with citizens, as well as the steps and timelines involved in the Bahrainization process. The employment contracts committee focused on procurement of manpower and contracts for various services, aiming to improve transparency and adherence to regulations in these processes.

Overall, the University of Bahrain’s commitment to transparency and prioritizing Bahraini nationals in its workforce reflects the government’s efforts to increase local employment opportunities. By following established procedures and regulations, the university ensures fair and equal opportunities for Bahraini candidates, while also upholding standards of compliance in its tendering and employment processes. The upcoming parliamentary discussions on the investigative committee reports will provide further insights into efforts to enhance Bahrainization and improve employment practices across government entities.
