UAE: Fines of up to Dh200,000 for Issuing Unlicensed Religious Rulings

In the UAE, institutions that issue fatwas or religious rulings will face fines ranging from Dh10,000 to Dh200,000, with the possibility of being shut down in case of violation. The only authority permitted to issue general fatwas in the country is the UAE Council for Fatwa, in accordance with Federal Law No. (3) of 2024. The fines for issuing unauthorized fatwas can be doubled in case of repeat violations, as per the authority’s regulations. The strict penalties are a part of the efforts to regulate religious rulings and ensure that they are issued by authorized bodies only.

Earlier this year, UAE President Sheikh Mohamed issued two federal decrees forming the UAE Council for Fatwa and appointing Abdullah bin Bayyah as Chairman of the Council with the Grade of Minister. The newly formed authority is responsible for issuing general, urgent, and new fatwas on various matters, conducting research in different fields of fatwas, providing legal opinions on relevant legislation, licensing the practice of issuing fatwas, and training muftis in the country. The establishment of the UAE Council for Fatwa aims to centralize the issuance of religious rulings and prevent unauthorized institutions from misguiding the public with incorrect or biased fatwas.

The penalties for unauthorized issuance of fatwas highlight the importance of following the regulatory framework set by the UAE Council for Fatwa and abiding by Federal Law No. (3) of 2024.
