Ukrainian Prosecutor General Resigns Over Accusations of Evading Military Service

Andriy Kostin, Ukraine’s prosecutor general, recently resigned amidst allegations of corruption involving nearly 50 prosecutors in the Khmelnytskyi region who were accused of acquiring false disability certificates to receive social security benefits and avoid conscription. This scandal prompted President Volodymyr Zelenskyy to discuss the issue of fake disability certificates in a Security Council meeting, leading to Kostin’s resignation. Kostin stated that he agreed with the President’s stance on addressing the issue and implementing legislative changes to ensure accountability.

The allegations came to light when a Ukrainian journalist reported that prosecutors in the Khmelnytskyi region were registered as disabled without legitimate reasons. Subsequent investigations by Kostin’s office confirmed that 61 prosecutors had false disability certificates. President Zelenskyy expressed his concern over the widespread misuse of disability benefits among officials and called for a comprehensive overhaul of Ukraine’s disability assessment system. He also emphasized the need for swift and thorough action to address the issue of fake disability certificates.

In response to the corruption scandal, Zelenskyy directed his cabinet to draft a new law to reform Ukraine’s disability assessment system and dissolve the current medical commissions by the end of 2024. The President highlighted the prevalence of unfounded disabilities among government officials and stressed the importance of addressing this issue effectively. Additionally, Ukraine’s domestic security service, the SBU, revealed that 64 members of medical commissions were implicated in criminal investigations in 2024, with nine individuals already convicted.

The resignation of Andriy Kostin and the subsequent reforms proposed by President Zelenskyy reflect the government’s commitment to combating corruption and ensuring transparency in the country. The widespread misuse of disability benefits by prosecutors highlights the need for systemic changes to prevent such practices in the future. By holding individuals accountable for their actions and implementing legislative reforms, Ukraine aims to strengthen its institutions and uphold the rule of law. The government’s response to the corruption scandal underscores its determination to address issues of accountability and integrity within the public sector.
