Key entities that excelled in digital transformation included the Telecommunications Regulatory Authority, Muscat Governorate, Royal Oman Police, and others. The report emphasized the role of dedicated digital transformation teams within government entities in driving progress.
Efforts to achieve digital transformation in Oman have included the launch of digital services in various governorates and consultancy studies on digital transformation. The Ministry of Transport, Communications, and Information Technology plays a crucial role in providing oversight, support, and guidance in areas such as planning, tendering processes, and project management. The readiness of government entities to embrace digital environments, leadership awareness, and institutional change management have also contributed to advancements in digital transformation.
Simplifying government procedures has been a key focus, with the ministry adopting approaches to streamline work processes through consultancy studies and centralized initiatives such as the ‘Manjam’ labs for simplifying government services. These efforts aim to enhance the user journey for accessing government services and have led to the simplification of numerous procedures. Additionally, the ministry is dedicated to enhancing the investor experience through digital platforms such as the Oman Business Platform and the Public Authority for Special Economic Zones and Free Zones’ digital platform.
The annual report highlighted initiatives to enhance national competencies and capacities in government digital transformation, including workshops, training courses, and collaborations with international organizations. Efforts have been made to empower national capabilities in ‘Manjam’ labs for simplifying government procedures and to analyze challenges and opportunities for advancing digital innovation in Oman. Key targets for the Government Digital Transformation Programme in 2024 include the completion of targeted projects and the launch of new digital platforms and systems.
