Qatar Launches Diamond Exchange to Boost Global Trade

The Free Zones Authority – Qatar announced on 26 July 2026 the launch of the Qatar Diamond Exchange, a regulated trading platform for rough and polished diamonds and precious gemstones based in the Ras Bufontas Free Zone. The new exchange offers integrated services including trading, membership, secure vaulting and on-site certification, officials said. The move links Doha directly to international diamond markets.

The Qatar Diamond Exchange will operate as a centralized platform that brings together dealers, cutters, polishers and service providers within a single regulatory framework, the authority said. Facilities include a secure trading hall, private negotiation suites and a high-security vault with biometric lock systems and round-the-clock surveillance, creating a controlled environment for diamond trading.

Additionally, the exchange provides on-site customs processing and certification services to streamline movement of goods in and out of the free zone. This integrated approach is designed to reduce logistical friction and enable quicker transactions for international buyers and sellers.

Operations, membership and services

Membership is open to firms involved in diamond sourcing, cutting, polishing and trade, as well as specialist service providers and relevant institutions. Members will be eligible for trading licenses, on-site sorting and independent valuation services, secure storage, and tailored insurance solutions, according to the Free Zones Authority – Qatar.

Operating within the Ras Bufontas Free Zone, the exchange benefits from incentives that include 100 percent foreign ownership and, for qualifying entities, a full exemption from corporate income tax. These provisions aim to attract foreign investment and stimulate ancillary industries such as gemological testing and specialized logistics.

Security measures are central to the exchange’s design, with the vault employing advanced biometric access and layered monitoring systems. The on-site certification service will facilitate issuance of documentation required by buyers and regulators, while a coordinated events calendar will host auctions and tenders for both rough and polished stones.

Officials emphasized that the exchange will operate a structured schedule of sales events to connect producers in Africa and Asia with buyers in Europe and the Gulf, thereby creating predictable market access and improving price discovery for consignors and purchasers.

Regulatory framework and the Kimberley Process

The authority noted that Qatar has been a participant in the Kimberley Process since 2021, and that Law No. 15 of 2025 established the national framework for implementing the process. Under the law, the Free Zones Authority – Qatar is designated as the competent national body responsible for administering Kimberley Process requirements within the state.

As part of that framework, the free zones have been approved as the exclusive legal gateway for the import and export of rough diamonds, a measure intended to strengthen traceability and compliance with international anti-conflict diamond standards. Officials said the exchange’s certification and customs capabilities will support those controls.

Economic impact and strategic implications

Industry analysts say the exchange could diversify Qatar’s non-hydrocarbon revenue streams and create a cluster for value-added activities such as cutting, polishing and gemological services. Furthermore, by centralizing services and events, the platform may reduce transaction costs and attract international trading houses seeking secure and regulated marketplaces.

For regional buyers and sellers, the exchange offers a nearby venue that can shorten supply chains and provide access to certified stones under a consistent regulatory regime. Meanwhile, Qatar’s positioning as a neutral and well-regulated hub may encourage new commercial relationships between producers in Africa and Asia and buyers in Europe and the Gulf.

Observers caution that the success of the exchange will depend on sustained adherence to compliance standards, the credibility of certification processes and the ability to attract liquidity. The exchange’s integration with established due diligence frameworks, including the Kimberley Process, is intended to mitigate reputational and regulatory risks, but practical enforcement and international acceptance will be critical.
