Oman’s Shura Council is actively working to address key national issues, from bolstering the Oman economy and improving vital services to safeguarding its citizens. A recent meeting of the Council Office, led by Chairman Khalid bin Hilal Al Maawali, saw a thorough review of ministerial responses to a series of important follow-up instruments submitted by Council members. These discussions covered a wide range of topics, demonstrating the Council’s commitment to proactive governance and responsive policymaking. This article details the key areas addressed during the meeting and the government’s proposed actions.

Strengthening Oman’s Cultural Landscape with Long-Term Visas

One of the most significant items on the agenda was the Council of Ministers’ response to the Shura Council’s proposal for a ten-year cultural visa. This initiative aims to attract individuals with expertise and passion for Omani culture, potentially boosting tourism and fostering international understanding. The long-term visa is envisioned as a tool to encourage cultural exchange and investment, enriching the Sultanate’s vibrant heritage. Improving Telecommunication Services Across the Sultanate

The Shura Council also pressed for enhancements to the quality of telecommunication services in Oman. The Council of Ministers responded positively, highlighting the government’s ongoing investment in communication infrastructure. This includes efforts to modernize networks and improve performance to meet the demands of a rapidly evolving digital landscape. The government recognizes the crucial role of reliable telecommunications in supporting economic development and improving the quality of life for citizens.

Supporting Small and Medium Enterprises (SMEs)

The meeting also reviewed the response from the Chairman of the Projects, Tenders and Local Content Authority regarding the allocation of government contracts to SMEs. A key directive mandates that at least 10% of the total value of government purchases and tenders be awarded to these businesses. This initiative is designed to stimulate the Oman economy by fostering entrepreneurship and creating job opportunities.

This commitment to SMEs is a vital component of Oman’s economic diversification strategy. By providing preferential access to government contracts, the initiative aims to empower local businesses and reduce reliance on foreign imports.

Prioritizing Omani Talent and Social Welfare

Further discussions centered on Omanisation, specifically focusing on cybersecurity jobs within the Sultanate. The Council expressed a desire to prioritize the employment of Omani nationals in this critical sector. Additionally, the meeting addressed the need for a comprehensive social security system to support families facing hardship due to job loss or financial distress. A briefing request was submitted to the Minister of Social Development to explore the feasibility of such a system.

Public Health and Safety Measures

Recognizing the importance of public health, the Council also discussed proposed preventative measures to limit the spread of seasonal viruses in both community and educational settings. A joint briefing request was submitted to the Minister of Health and the Minister of Education, seeking their input on effective strategies to protect the population. This proactive approach demonstrates the Council’s commitment to safeguarding the well-being of its citizens.

The sixth ordinary meeting of the third annual convening (2025-2026) of the tenth term (2023-2027) of the Shura Council underscored its dedication to rigorous oversight and proactive engagement with government ministries. The discussions covered a broad spectrum of issues impacting the Oman economy and the lives of Omani citizens. The Council’s continued follow-up on these matters will be crucial in ensuring that government policies are effectively implemented and that the needs of the population are met. The focus on initiatives like the cultural visa and SME support highlights Oman’s commitment to diversification and sustainable growth.
