Saudi Arabia ranks third globally in advanced AI model development, Stanford report shows

Saudi Arabia is rapidly establishing itself as a global leader in artificial intelligence, securing a prominent position in the latest rankings of worldwide AI development. The Kingdom has achieved third place globally in advanced AI model development and ranks highly in the growth of AI-related employment, according to the Stanford Institute for Human-Centered Artificial Intelligence’s 2025 AI Index. This advancement underscores the nation’s commitment to technological innovation and diversification.

The report places Saudi Arabia behind only the United States and China in the creation of sophisticated language models. Saudi Arabia’s Rise in Artificial Intelligence

This surge in AI capabilities is directly linked to Saudi Arabia’s Vision 2030, a strategic framework designed to reduce the nation’s reliance on oil and foster a diversified, knowledge-based economy. The Saudi Data and Artificial Intelligence Authority (SDAIA) has been instrumental in driving this transformation through national initiatives and strategic investments. These efforts aim to position Saudi Arabia as a leading global hub for data and emerging technologies.

Development of Advanced AI Models

Saudi Arabia’s third-place ranking in AI model development highlights the strength of its research and development infrastructure. The Kingdom is demonstrating a growing capacity to produce cutting-edge AI systems, exemplified by “Alam,” a prominent Arabic-language generative model. This focus on Arabic-specific AI is particularly noteworthy, addressing a gap in global AI development and catering to a large linguistic population.

The development of “Alam” and similar models requires substantial investment in computing power, data resources, and skilled personnel. The SDAIA has actively pursued partnerships with international technology companies to access these resources and accelerate the development process. Additionally, the Kingdom is investing in building its own domestic capabilities in these areas.

Growth in AI Employment

The expansion of the AI sector is creating new employment opportunities within Saudi Arabia. The report indicates a significant increase in AI-related jobs, trailing only India and Brazil in growth rate. This growth is fueled by both public and private sector investments in AI technologies.

However, sustaining this growth requires a skilled workforce. The Kingdom is addressing this challenge through ambitious training programs, such as the “Samai” initiative, which aims to equip one million Saudis with the skills needed to succeed in the age of artificial intelligence. This initiative is designed to build a knowledge-based society and align the nation with global technology trends.

Attracting and Retaining Talent

Saudi Arabia’s efforts to become an AI hub extend beyond development and employment. The Kingdom ranked seventh globally in attracting AI talent, a crucial factor for sustained innovation. This success is attributed to favorable government policies, international collaborations, and a regulatory environment designed to encourage high-tech industries.

The country also scored eighth worldwide in public awareness of AI and the volume of specialized scientific citations, indicating a growing intellectual ecosystem. These metrics suggest a broader engagement with AI research and a rising level of understanding among the population. The increasing number of scientific citations also points to the growing influence of Saudi researchers in the global AI community.

The development of a robust machine learning infrastructure is also a key component of Saudi Arabia’s strategy. This includes investments in data centers, cloud computing services, and high-speed internet connectivity. These foundational elements are essential for supporting the development and deployment of AI applications.

Furthermore, the Kingdom is actively promoting the ethical and responsible use of AI. The SDAIA has established guidelines and frameworks to ensure that AI technologies are developed and deployed in a manner that aligns with societal values and protects individual rights. This focus on responsible AI is becoming increasingly important as the technology becomes more pervasive.

The Kingdom’s progress in data science is also contributing to its overall AI capabilities. The availability of large, high-quality datasets is essential for training AI models. Saudi Arabia is investing in initiatives to collect, curate, and share data, while also ensuring data privacy and security.

Looking ahead, Saudi Arabia is expected to continue investing heavily in AI research and development. The SDAIA has announced plans to launch new initiatives aimed at accelerating the adoption of AI across various sectors, including healthcare, education, and transportation. The success of these initiatives will depend on continued collaboration with international partners and a sustained commitment to building a skilled workforce. The next major assessment of the Kingdom’s AI progress is anticipated with the release of the 2026 AI Index, which will provide a further indication of its trajectory and potential challenges.
