Regulatory Authority for Charitable Activities launches ‘Masar’ programme

Doha, Qatar – The Regulatory Authority for Charitable Activities (RACA) unveiled the “Masar” Programme on Monday, a new initiative designed to monitor and evaluate the implementation of its 2025-2030 strategy for the charitable sector. This launch signifies a major step towards improved governance, performance measurement, and transparent achievement of RACA’s strategic goals within Qatar’s evolving philanthropic landscape. The program aims to align charitable work with the country’s broader development objectives.

The launch ceremony was attended by HE Minister of Social Development and Family, and Chairperson of the Board of RACA, Buthaina bint Ali Al Jabr Al Nuaimi. According to a statement from RACA, the “Masar” Programme represents a shift from strategic planning to concrete execution, establishing a robust institutional framework for enhanced performance governance and efficiency in the charitable sector.

Strengthening Governance in Qatar’s Charitable Sector

The “Masar” Programme introduces a practical approach to sustainability, emphasizing transparency and effectiveness in the implementation of RACA’s strategic initiatives. Her Excellency Al Nuaimi stated that the program is intended to generate measurable results that support Qatar National Vision 2030, reinforcing a culture of giving and solidifying charitable work as a key component of Qatari society. This initiative builds upon existing efforts to modernize and regulate philanthropic activities within the nation.

A New Phase of Institutional Development

Ibrahim Abdullah Al Dehaimi, Director-General of RACA, described the launch of “Masar” as a pivotal moment in the Authority’s institutional development. He emphasized that the program represents a significant advancement in monitoring and performance assessment, demonstrating RACA’s commitment to implementing strategic projects with the highest standards of quality and efficiency. Additionally, the program supports RACA’s ongoing digital transformation efforts.

The “Masar” Programme is an integrated platform for tracking progress on strategic initiatives and projects. The system connects RACA’s departments through regular reporting, enabling decision-makers to closely monitor performance and ensure desired outcomes are achieved. This centralized system aims to foster a data-driven work environment and improve the quality of services provided to the charitable organizations it oversees.

Key Features and Implementation

Ashwaq Abdullah Al Aji, Director of the Planning and Quality Department, presented an overview of the program’s operating mechanisms, key performance indicators, and the periodic reports it will generate to inform decision-making. She highlighted that “Masar” reinforces a culture of institutional performance based on planning, monitoring, and continuous improvement. The program’s success relies on consistent data input and analysis across all RACA departments.

This launch follows RACA’s earlier release of the national Strategy for the Charitable and Humanitarian Work Sector in Qatar (2025-2030) and the “Sanadi” platform for coordinating domestic assistance. These initiatives demonstrate RACA’s ongoing commitment to strengthening the national regulatory system for humanitarian aid, enhancing institutional readiness, and providing innovative tools to support the sector’s sustainability. The “Sanadi” platform, in particular, focuses on streamlining domestic assistance efforts and preventing duplication of services.

However, the full impact of “Masar” will depend on the effective integration of the platform into RACA’s daily operations and the willingness of partner organizations to adopt the new reporting standards. The program’s success will also be measured by its ability to improve transparency and accountability within the charitable sector, fostering greater public trust in philanthropic endeavors.

Looking ahead, RACA will focus on the full implementation of the “Masar” Programme across all its departments. The Authority has not yet announced a specific timeline for the complete rollout, but it is expected to be phased in over the coming months. Stakeholders will be watching to see how the program impacts the efficiency and effectiveness of charitable activities in Qatar and contributes to the goals outlined in Qatar National Vision 2030.
