Oman is making significant strides in bolstering its social protection system, as evidenced by a recent official visit from a high-level delegation of the International Labour Organization (ILO). Led by Director-General Gilbert Houngbo, the visit focused on strengthening collaboration with the Social Protection Fund and reviewing the nation’s progress in providing comprehensive social safety nets for its citizens and residents. This commitment to worker welfare and social justice is positioning Oman as a regional leader in responsible and inclusive development.

The ILO Director-General expressed strong praise for Oman’s dedication to enhancing and developing its social protection system. During meetings with Dr. Faisal bin Abdullah Al Farsi, CEO of the Social Protection Fund, Houngbo highlighted the importance of sharing Oman’s successful experiences with neighboring countries. This knowledge exchange could foster greater regional cooperation in building robust and effective social safety nets.

The discussions centered on the ongoing cooperation program between the Fund and the ILO, identifying areas for further improvement and addressing challenges faced by social protection institutions globally. Houngbo emphasized the need for collective action to overcome these hurdles and ensure that social protection reaches all who need it, including vulnerable groups like migrant workers.

Social Protection as a Global Priority

Houngbo underscored the growing international recognition of social protection as a fundamental right. He noted its prominent place on the agenda of major forums like the G20 Summit, reflecting a global consensus on its importance for achieving social justice and economic stability. Providing social guarantees is crucial for creating a more equitable and inclusive world, and Oman’s efforts are aligned with this global movement.

Strengthening Trade Union Rights and Freedoms

The ILO delegation’s visit extended beyond the Social Protection Fund to include the General Federation of Oman Workers (GFOW). This engagement demonstrates the ILO’s holistic approach to labor standards, recognizing the vital role of trade unions in advocating for worker rights and promoting social dialogue. The visit aimed to reinforce efforts to improve legislation supporting trade union rights and freedoms, a key step towards Oman’s potential ratification of relevant ILO conventions.

Meetings with Nabhan bin Ahmed Al Batashi, Chairman of the Board of Directors of the GFOW, focused on avenues for continued collaboration and the development of future partnerships. Discussions also encompassed recent legislative amendments, including those within the Labor Law and the Social Protection Law, and their implications for workers.

Review of GFOW’s Role and Activities

The GFOW presented an overview of its structure, including the number and distribution of labor unions and general sectoral unions. They also detailed key activities, programs, and awareness campaigns designed to empower workers and promote their well-being. A significant focus was placed on the increasing participation of women in trade union work, highlighting a commitment to gender equality within the labor movement.

Furthermore, the GFOW showcased its efforts to enhance tripartite social dialogue – a collaborative process involving government, employers, and workers – in accordance with international labor standards. This dialogue is essential for creating a stable and productive labor environment.

National Programme for Decent Work and Future Collaboration

The discussions also revolved around the implementation of the National Programme for Decent Work, a key initiative aimed at improving working conditions and promoting social justice across Oman. The ILO expressed its readiness to support Oman in achieving the program’s priorities and objectives through joint activities and technical assistance.
