Qatar’s Public Budget Deficit in Q2 2026

The Qatari Ministry of Finance announced on Tuesday that the country’s public budget registered a deficit of 21.2 billion Qatari riyals (approximately 5.82 billion USD) in the second quarter of 2026. This follows a deficit of 10.3 billion riyals (2.83 billion USD) recorded in the first quarter of the year. The financial report highlights significant shifts in both revenue and expenditure within the Qatari economy.

Revenue and Expenditure Breakdown for Qatar in 2026

According to the official statement shared via the ministry’s account on social media, total revenue for the second quarter amounted to around 25.6 billion riyals (7 billion USD), while total expenditures reached approximately 46.8 billion riyals (12.85 billion USD). This stark contrast between income and outflow underscores the financial challenges facing the nation.

The expenditures during the second quarter were distributed across several key categories:

  • 17.611 billion riyals (4.83 billion USD) allocated for salaries and wages.
  • 19.662 billion riyals (5.38 billion USD) for current expenditures, which cover routine expenses necessary for the daily operations of government services.
  • 8.748 billion riyals (2.4 billion USD) for major capital expenditures aimed at long-term infrastructure and strategic investment projects.
  • 858 million riyals (236 million USD) for minor capital expenditures, which are lesser priority investments.

Dr. Majid Al-Ansari, the official spokesperson for the Qatari Ministry of Foreign Affairs, addressed recent financial concerns following a report by the Financial Times regarding cuts to government budgets and a reduction in foreign aid financing. He emphasized that much of the information presented in the report was taken out of context, urging media outlets to refer to official sources for accurate data and information.

In his remarks during a recent weekly media briefing, Al-Ansari clarified that the reported budget cuts of up to 30% pertain strictly to operational expenditures and do not affect salaries or capital projects. These reductions were described as precautionary measures that emerged during the onset of regional crises, similar to actions taken by various nations facing extraordinary circumstances.

Al-Ansari reassured stakeholders that these fiscal strategies are temporary and not indicative of a permanent shift in the government’s financial approach.
