The Saudi Data and Artificial Intelligence Authority (SDAIA) is seeking input from the public and stakeholders on the Guidelines for Binding Common Rules (BCR) for Personal Data Transfer. The consultation is open until August 30, and individuals can participate through the National Competitiveness Center’s Public Consultation Platform (Istitlaa). The guidelines aim to establish a standardized process for governing the transfer of personal data to countries or international organizations that do not have sufficient data protection safeguards. This is to ensure that personal data transferred outside of Saudi Arabia receives the same level of protection as required by the Personal Data Protection Law and its Implementing Regulations.

The purpose of the Guidelines for Binding Common Rules (BCR) for Personal Data Transfer is to create a mechanism that guarantees the protection of personal data transferred outside of Saudi Arabia. This mechanism is essential to ensure that the data receives the same level of protection as mandated by the Personal Data Protection Law and its Implementing Regulations. By setting standardized rules for data transfer, the guidelines aim to streamline the process and eliminate any potential gaps in data protection. Stakeholders and the public are encouraged to participate in the consultation to provide feedback and help shape the final version of the guidelines.
