The Royal Academy of Management (RAM) recently launched the second version of the Public Policy and Strategic Planning Programme in Muscat. This programme is specifically targeted towards undersecretaries and their equivalents within the government sector. The main goal of the initiative is to empower national leaders to design, formulate, and implement public policies and strategic plans that will ultimately enhance national competitiveness. Implemented in collaboration with Singapore’s Kiwani University and the University of Cambridge in the United Kingdom (UK), the programme aims to align with the directives of Sultan Haitham bin Tarik and Oman Vision 2040.

The Minister of Labour and Member of the Board of Trustees of RAM, Prof. Mahad Said Baawain, highlighted the significance of the Public Policy and Strategic Planning Programme in his speech. He emphasized the importance of enabling national leaders to develop strong public policies and strategic plans to strengthen Oman’s economy in line with the country’s long-term vision for development. The programme has previously achieved notable successes, including enhancing institutional ties, advancing public policies effectively, optimizing governmental procedures, and strategically aligning the government sector towards sustainability and economic growth.

Dr. Ali Qasim Al Lawati, President of RAM, also stressed the importance of the programme in uniting policy and decision-makers within government agencies. The aim is to enhance cooperation across various units of the state’s administrative apparatus to meet the objectives set out in Oman Vision 2040. Participants will have the opportunity to gain insights into global trends, the latest advancements in strategic thinking and planning, and the complexities involved in crafting and implementing public policies. Through partnerships with leading global institutions, the programme focuses on the local context and how global trends impact Oman, aligning with national priorities in public policy development and implementation.

Throughout the five-month duration of the Public Policy and Strategic Planning Programme, participants will engage in analytical readings of qualitative data to contribute to the formulation of public policies. The curriculum includes training and learning modules, dialogues, and methodologies designed to enhance the development of dynamic strategies and strategic planning policies based on evidence and data, utilizing modern technologies in the process. This approach aims to generate decisions with a strategic dimension that will ultimately drive sustainable growth and development within Oman.

It is worth noting that RAM collaborates closely with a range of strategic partners to implement its programs and initiatives, with a strong focus on executive and administrative innovation. Notably, the Academy works with the Lee Kuan Yew School of Public Policy at the National University of Singapore and the Judge Business School at the University of Cambridge, both recognized globally for their contributions to business education. By leveraging these partnerships, RAM is able to offer participants a comprehensive and impactful learning experience that will equip them with the tools and knowledge needed to drive positive change within the Sultanate of Oman.
