Qatar showcased its commitment to long-term strategic development at the 56th Annual Meeting of the World Economic Forum (WEF) in Davos, Switzerland. The National Planning Council (NPC) hosted a panel discussion focused on governance with foresight, outlining the nation’s approach to building resilient institutions capable of navigating complex global challenges. The event, organized by Invest Qatar, highlighted Qatar’s proactive planning ecosystem and its integration of data-driven methodologies.

The panel, held at the Qatar Pavilion, featured Bassam Issa Al Mannai, Assistant Secretary-General for the Center for Future Foresight and National Visions at NPC, alongside Rafał Kierzenkowski of the Organisation for Economic Co-operation and Development (OECD) and Andrea Anastasiou from the University of Oxford’s Government Outcomes Lab. Discussions centered on adapting governance models to address rapid technological advancements, geopolitical shifts, and evolving economic landscapes.

The Importance of Governance with Foresight

Effective governance with foresight is increasingly crucial for nations seeking sustainable growth and stability. According to the NPC, this involves proactively identifying potential risks and opportunities, rather than reacting to events as they unfold. This approach allows for more informed policy decisions and efficient allocation of resources.

Panelists emphasized the need to institutionalize foresight within government operations. This includes incorporating predictive modeling and data analytics into daily decision-making processes. Such integration aims to improve coordination between government agencies and foster a more coherent national strategy.

Qatar’s Planning Ecosystem

Qatar’s national planning framework, spearheaded by the NPC, is designed to embed foresight methodologies. The country’s Third National Development Strategy (NDS3) focuses on seven key national outcomes, ensuring alignment between policies, budgets, and long-term objectives. This coordinated effort is intended to drive progress towards Qatar National Vision 2030.

The NPC serves as the coordinating body for this unified national effort. Assistant Secretary-General Al Mannai stated that strategic foresight is a “foundational pillar” of Qatar’s government decision-making, ensuring policies remain aligned with national priorities. He further noted the nation’s ability to adapt to global transformations while maintaining a clear development path.

Additionally, the discussion highlighted the role of anticipatory planning in bolstering investor confidence. Clear and consistent national strategic direction provides businesses with the predictability needed for long-term investment decisions. This is particularly important in a global environment characterized by increasing fragmentation and volatility in capital flows.

The WEF Annual Meeting provides a key platform for international dialogue on economic and social issues. The event brings together leaders from government, business, and academia to address pressing global challenges, including economic growth, technological disruption, and geopolitical risks. Qatar’s participation underscores its commitment to contributing to these discussions and shaping the future global landscape.

The focus on the World Economic Forum and its themes reflects a broader trend of governments prioritizing long-term planning and resilience. Investment in human capital, as discussed at the WEF, is also a key component of Qatar’s development strategy. The integration of strategic foresight is becoming increasingly common among nations seeking to proactively address future challenges.

Looking ahead, the NPC will continue to refine its foresight methodologies and integrate them further into the national planning process. The success of NDS3, scheduled for review in the coming years, will be a key indicator of the effectiveness of Qatar’s approach. Monitoring global economic trends and geopolitical developments will remain crucial for adapting policies and ensuring the continued relevance of Qatar’s long-term vision.
