Dubai’s approach to drug prevention emphasizes early intervention and community outreach, officials said in a recent interview. Brigadier Dr. Abdulrahman Al Mamari, director of the International Protection Center at Dubai Police’s General Department of Anti-Narcotics, outlined how targeted awareness, data-driven programs and family involvement aim to limit escalation of substance-related problems in the emirate.

Speaking on the Q.N. podcast on the ArabCast platform, Al Mamari described how the city’s agencies prioritize the safety of residents and visitors while working to reduce stigma and encourage timely treatment for those affected by substance use.

Proactive Policing and Operational Response

Dubai Police officials stressed a proactive operational model that does not wait for problems to become widespread before responding. According to Al Mamari, any early indicator — however limited — triggers both awareness campaigns and rapid field action.

He said the International Protection Center relies on analysis of seizures, reports and international trends to guide its outreach. Therefore, drug prevention messaging is delivered to clearly defined groups based on documented indicators rather than through broad, unfocused campaigns.

Family and Community Role in Prevention

Al Mamari emphasized that the family is the first line of defense in preventing drug-related harm. He urged parents to maintain open dialogue, increase supervision, and stay engaged with their children’s daily lives to reduce emotional or supervisory gaps.

In addition, officials identified several behavioral signs that merit attention: sudden isolation, repeated absences from home or school, noticeable changes in appearance or behavior, disturbed sleep patterns, and prolonged seclusion in private spaces. While these signs do not confirm substance use, they warrant follow-up and conversation as part of early drug awareness and prevention efforts.

Real-Life Cases Highlighting Safety and Stigma

Al Mamari recounted practical examples that illustrate Dubai’s security and humanitarian priorities. One notable case involved a tourist who had a mobile phone stolen during a visit. Dubai authorities recovered the device and arranged to return it to the owner abroad, accepting a shipping cost greater than the phone’s market value to demonstrate commitment to personal property protection and foster trust.

Conversely, he shared painful accounts linked to drugs, including families who delayed seeking treatment for children due to fear of social stigma. Officials said such delays can aggravate conditions and complicate recovery, which reinforces the need for stigma reduction as part of any effective drug prevention strategy.

Using Data to Target Interventions

The center’s programs are informed by an evidence base that combines local casework with international indicators. Al Mamari explained that this ensures awareness material and field initiatives reach those most at risk. Furthermore, targeted interventions are designed to avoid wasting resources and to provide timely referrals for support and treatment where needed.

Collaborations and Public Trust

Building public confidence is central to the center’s mission, Al Mamari said. The return of the stolen phone was presented not only as a service but as a message about the priority Dubai places on protecting people and property. This approach supports broader community policing goals and bolsters cooperation between residents and law enforcement.

Partnerships with schools, healthcare providers and social services are also part of the multi-agency framework. These collaborations aim to connect families with preventive education, counseling and treatment options while reducing barriers caused by social stigma.

The emphasis on early detection, family involvement and rapid field response has several practical implications. Residents and visitors can expect a visible law-enforcement presence focused on safety and prevention, in addition to outreach programs tailored to different demographic groups.

For families, the guidance is clear: prioritize communication, monitor for behavioral changes, and seek help early. For community groups and institutions, the recommendation is to coordinate with Dubai Police’s outreach efforts to maximize the reach and effectiveness of drug awareness campaigns.
