Dubai Health Authority Records 220% Telemedicine Growth

Dubai Health digital services show marked growth in three-year push

Dubai Health digital services have recorded significant expansion over the past three years, officials said, as the health authority advanced efforts to bring care into people’s homes and online. According to Dubai Health, home visits rose by 80 percent, medication delivery and medical supplies by 200 percent, and telemedicine services grew by 220 percent, while overall patient satisfaction exceeded 95 percent in 2025.

Key performance figures and timeframe

The figures were released in response to inquiries from Emirates Today and reflect performance through 2025, according to Dubai Health statements. The data indicate a rapid uptake of digital and community services amid ongoing strategies to improve access and convenience for diverse population groups.

How the referral model balances access and clinical accuracy

Officials explained that Dubai Health maintains a referral approach designed to guide patients to the most appropriate specialist from the outset. Family physicians conduct initial assessments, perform basic tests and complete diagnostic steps before referring patients to specialists when required, which, the authority said, helps improve diagnostic accuracy and speed the start of treatment.

However, the system allows direct bookings in certain specialties and circumstances. Maternity and gynecology clinics, for example, permit direct appointments without a prior family physician visit. Patients with existing clinical reports can often secure specialist appointments subject to review by the receiving specialists, Dubai Health noted.

Expansion of family medicine and frontline clinics

To strengthen primary care access, Dubai Health expanded family medicine services at several centers. The authority said family clinics at Al Midhaf? the Muzhar and Mankhool centers now operate six days a week, while three health centers in Al Barsha, Nad Al Hamar and Al Lisaili provide 24-hour services. These moves aim to reduce waiting times and increase continuity of care.

The emphasis on family medicine supports clinical triage and continuity, reducing unnecessary specialist visits and improving resource allocation across the system. Furthermore, officials said this structure helps integrate community-based care with hospital services and specialist clinics.

Home healthcare, telemedicine and medication delivery gains

Dubai Health digital services growth extended to home healthcare and virtual care, officials said. Home healthcare visits increased by 80 percent as teams delivered nursing and clinical services in residential settings, expanding options for older adults and patients with mobility limitations.

Telemedicine usage rose 220 percent, reflecting growing patient acceptance of remote consultations for follow-up care, chronic disease management and initial triage. Medication delivery and medical-supplies logistics expanded most rapidly, with a 200 percent increase that officials linked to partnerships with logistics providers and investments in digital ordering platforms.

These enhancements, Dubai Health added, are intended to create a more flexible ecosystem that combines in-person, at-home and remote care according to clinical need and patient preference.

Digital innovation: the smart dental clinic and remote triage

Among recent initiatives, Dubai Health launched a smart dental clinic designed to offer initial dental consultations remotely and prioritize appointments by clinical urgency. The service uses remote assessments to triage patients and direct them to the most appropriate care pathway, which is intended to reduce delays and focus in-person visits where they are most needed.

The smart dental clinic is part of a broader digital triage framework, officials said, that includes online booking, electronic medical records and clinical-review protocols to support direct access to some specialty clinics when appropriate.

System capacity, academic integration and patient experience

Dubai Health described itself as an integrated academic health system serving the emirate, combining hospitals, outpatient centers and academic partners to improve care quality. The network includes six hospitals, 26 outpatient treatment centers and 21 medical fitness centers, along with Mohammed bin Rashid University of Medicine and Health Sciences and the Al Jalila Foundation, according to the authority.

Officials said the system leverages four core pillars—care, learning, discovery and philanthropy—supported by a workforce of roughly 11,000 professionals. Patient experience measures, tracked through the Press Ganey program, reported satisfaction rates above 95 percent in 2025, Dubai Health added, signaling strong approval for recent service changes.

Implications for patients and providers

Healthcare leaders said the developments make care more accessible and efficient for residents who prefer at-home or virtual services. For clinicians, the strengthened primary-care gatekeeping combined with selective direct access aims to improve workflow, reduce unnecessary referrals and direct specialist capacity to more complex cases.

Furthermore, the integration of digital booking, telemedicine and delivery services may support better chronic disease management and reduce pressure on emergency services, officials suggested, while ongoing monitoring of satisfaction scores will guide further adjustments.

What to watch next

Dubai Health officials indicated continued development of the referral system and expansion of direct-access options in line with clinical governance and community needs. Stakeholders should watch for announced timelines on additional specialty clinics that permit direct booking and planned enhancements to telemedicine platforms later in the year.

In the short term, observers will likely monitor whether the authority sustains growth rates in telemedicine and medication delivery and how patient outcomes evolve as services shift toward a blended model of in-person and virtual care.
