Dr. Hala bint Muzeid Al-Tuwaijri, President of the National Human Rights Commission and Chair of the Committee to Combat Trafficking in Persons, said the kingdom regards human trafficking in Saudi Arabia as a profound moral priority and a humanitarian mission for the world. Her remarks were issued on the World Day Against Trafficking in Persons, observed annually on July 30, underscoring the government’s public stance and ongoing commitments.

According to the official statement, Saudi authorities view the fight against trafficking as part of broader human rights reforms led by King Salman and Crown Prince Mohammed bin Salman. The statement highlighted recent legislative and institutional measures intended to protect victims, prosecute perpetrators, and align domestic rules with international best practices.

Human trafficking in Saudi Arabia: recent measures and legal framework

The commission noted that Saudi Arabia has developed a comprehensive anti-trafficking framework combining laws, institutional mandates, and operational procedures. Therefore, officials say the country has worked to tighten enforcement, expand victim assistance services, and improve cross-agency coordination to detect and disrupt trafficking networks.

Furthermore, Dr. Al-Tuwaijri emphasized that these reforms form part of a wider human rights agenda implemented through targeted regulations and national strategies. The government’s approach includes training for frontline responders, awareness campaigns, and stricter penalties for traffickers, according to the statement.

Saudi authorities have pursued multiple strands of anti-trafficking efforts to address prevention, protection, and prosecution. Additionally, the commission highlighted the rapid spread of online fraud as a major facilitator of exploitation. Online fraud schemes allow traffickers to recruit, groom, and control victims remotely, and the cyber environment enables wider reach and anonymity for criminal networks. Therefore, officials called for strengthened cyber-monitoring, digital literacy campaigns, and international cooperation to disrupt online recruitment channels.

International cooperation and partnerships

International collaboration remains central to the kingdom’s strategy, the commission said, noting recent agreements designed to bolster joint action. Saudi authorities signed a phase-three agreement with the International Organization for Migration to coordinate victim assistance and prevention programs, and they affirmed cooperation with the United Nations Office on Drugs and Crime in relevant areas.

In addition, the committee signed a memorandum of understanding with the Ibtisam Association, a civil society group focused on anti-trafficking work, reflecting an expanding network of public–private partnerships. These accords aim to strengthen referral systems, share expertise, and align national efforts with regional and global standards.

Observers say the kingdom’s moves are consistent with a broader international trend toward integrated responses that combine legal reform, victim-centered services, and targeted enforcement.
