Qatar welcomes agreement to exchange prisoners and detainees in Yemen

Doha, Qatar – The State of Qatar has welcomed the recent agreement reached in Muscat, Oman, regarding the prisoner exchange in Yemen, viewing it as a crucial development in addressing the ongoing humanitarian crisis and fostering stability in the region. The deal, signed on July 20, 2024, aims to secure the release of prisoners and detainees held by various parties involved in the Yemeni conflict. Qatar expressed its appreciation for the roles played by Oman, the United Nations, and the International Committee of the Red Cross in facilitating the negotiations.

The agreement, brokered with Omani mediation, represents a significant step towards de-escalation in Yemen’s nearly decade-long civil war. According to the Ministry of Foreign Affairs, Qatar remains firmly committed to supporting the Yemeni people and assisting them in achieving lasting security, stability, and development. This development comes amidst ongoing international efforts to find a comprehensive political solution to the conflict.

Qatar Supports Yemen Prisoner Exchange Agreement

The State of Qatar’s endorsement of the prisoner exchange in Yemen underscores its long-standing commitment to resolving regional conflicts through diplomatic means. The Ministry of Foreign Affairs specifically highlighted the “steadfast support” Qatar provides to Yemen and its people, emphasizing the importance of addressing humanitarian concerns as a priority. This support extends beyond diplomatic efforts and includes substantial humanitarian aid delivered through various organizations.

Oman’s Role in Mediation

The Sultanate of Oman played a pivotal role in hosting and facilitating the negotiations that led to the agreement. Oman has maintained a neutral stance throughout the Yemeni conflict, allowing it to serve as an effective mediator between the warring parties. This latest success builds on Oman’s previous efforts to bring the sides closer to a peaceful resolution, demonstrating its commitment to regional stability.

Additionally, the Office of the United Nations Special Envoy for Yemen and the International Committee of the Red Cross (ICRC) were instrumental in the process. The UN envoy has been actively working to revive peace talks, while the ICRC provides essential humanitarian assistance and monitors the treatment of prisoners of war. Their combined efforts were crucial in overcoming obstacles and reaching a consensus.

The conflict in Yemen began in 2014 when Houthi rebels seized control of the capital, Sanaa, leading to a Saudi-led military intervention in 2015. The war has resulted in a devastating humanitarian crisis, with millions of Yemenis facing starvation, disease, and displacement. The Yemen conflict has also created a complex web of regional alliances and rivalries, making a peaceful resolution particularly challenging.

However, the prisoner exchange is seen as a confidence-building measure that could pave the way for more substantial progress towards a comprehensive peace agreement.
