Moscow hosted the 24th session of the Council of Heads of Government of the Shanghai Cooperation Organisation (SCO), with Qatar’s Prime Minister and Minister of Foreign Affairs, HE Sheikh Mohammed bin Abdulrahman bin Jassim Al-Thani, participating and reaffirming Qatar’s commitment to the organization’s principles. The meeting, held over two days, focused on strengthening economic and security cooperation among member states amidst growing global challenges. Qatar’s engagement underscores its increasing role on the international stage and its strategic partnerships within Asia.

Sheikh Mohammed’s address highlighted Qatar’s alignment with the SCO’s foundational goals of solidarity, mutual benefit, and respect for cultural diversity. Qatar Strengthens Ties with the Shanghai Cooperation Organisation

Qatar’s participation in the SCO, as a Dialogue Partner, is part of a broader strategy to diversify its international relationships and enhance its regional influence. According to the Ministry of Foreign Affairs, Qatar views the organization as a key strategic ally in achieving development, stability, and cooperation. The SCO, founded in 2001, is a Eurasian political, economic, and security organization with influence across a wide range of fields.

Focus on Economic Cooperation and Development

The meeting agenda centered on enhanced cooperation in trade, economics, investment, and social development. Sheikh Mohammed noted Qatar’s National Vision 2030, which prioritizes economic diversification, human capital investment, and environmental sustainability, mirrors the SCO’s objectives for long-term prosperity. Qatar’s economic strategy focuses on shifting away from reliance on hydrocarbon revenues.

Additionally, the Prime Minister emphasized Qatar’s commitment to sustainable development and comprehensive security as essential foundations for national stability. The country believes these goals are intrinsically linked and require a collaborative international approach to achieve lasting results.

Qatar’s Role in Regional Security and Diplomacy

Sheikh Mohammed highlighted Qatar’s established role as a proactive mediator in regional and international conflicts, stating that mediation is a constitutional commitment for the nation. This commitment reflects Qatar’s history of facilitating dialogue and seeking peaceful resolutions to complex geopolitical issues. The country’s diplomatic efforts have been instrumental in numerous negotiations, including those related to regional disputes and humanitarian crises.

However, geopolitical complexities continue to challenge the SCO’s effectiveness. The organization’s members represent diverse interests and priorities, which can sometimes hinder consensus-building. Successfully navigating these differences will be critical to the SCO’s future success.

Furthermore, Sheikh Mohammed expressed appreciation to the Russian Federation for hosting the meeting and acknowledged the efforts of the SCO Secretary-General in advancing joint work. He conveyed confidence that the discussions would lead to tangible outcomes that bolster collective cooperation and address pressing global concerns.

The session included discussions on addressing the global economic slowdown, persistent humanitarian challenges, and growing environmental concerns, which are all considered critical issues for the member states. Cooperation within the SCO framework is anticipated to address these complex geopolitical and economic situations.

Looking ahead, the SCO is expected to continue its expansion efforts, with potential new member states being considered. The next steps will likely involve the implementation of agreements reached at the Moscow meeting and continued dialogue among member states to assess progress. The organization’s ability to foster deeper economic integration and address shared security threats will be closely watched by international observers.
