The Telecommunications Regulatory Authority (TRA) in Muscat has recently issued a decision regarding the employment of non-Omanis in Network Operations Centres (NOC). The goal of this decision is to increase the efficiency of national cadres and align with the Authority’s strategy and Oman Vision 2040. The decision specifies that the percentage of non-Omani employees in NOCs should not exceed 6% of the total workforce.

For TRA licensees who have not met this percentage, they are given a grace period of up to 8 months to adjust their employment practices accordingly. In addition, licensees are required to submit a comprehensive Omanisation plan for review and approval by the TRA. They must also provide monthly progress reports to the Authority outlining the steps taken to achieve the specified percentage of Omani employees in their NOCs.

By implementing this decision, the TRA aims to promote the development and advancement of national cadres within the telecommunications sector. This initiative will help empower Omanis to take on leadership roles in Network Operations Centres, contributing to the overall growth and sustainability of the industry.

Furthermore, the decision underscores the importance of training and upskilling Omani employees to ensure they are equipped with the necessary knowledge and skills to effectively manage NOCs. By investing in the professional development of national cadres, TRA licensees can cultivate a highly skilled workforce that meets the demands of a rapidly evolving telecommunications landscape.

Overall, the TRA’s decision to limit the percentage of non-Omani employees in NOCs demonstrates a commitment to promoting Omanisation and fostering the growth of local talent within the telecommunications sector. By providing clear guidelines and support to licensees, the Authority is paving the way for a more inclusive and sustainable industry that is driven by the contributions of skilled Omani professionals.

In conclusion, the TRA’s decision serves as a proactive step towards achieving the goals of Oman Vision 2040 and ensuring that national cadres have the opportunity to thrive in the telecommunications sector. By prioritizing Omanisation and supporting the professional development of local talent, the Authority is setting the stage for a more diverse, dynamic, and resilient industry that is well-equipped to meet the challenges of the future.
