Prohibition of using Hajj for political or sectarian agendas

The Saudi Ministry of Hajj and Umrah has released draft regulations for the Offices of the Hajj Pilgrims’ Affairs abroad, emphasizing that the annual pilgrimage should not be misused for political or sectarian purposes. The ministry outlined the necessary requirements for the approval of these offices and stated that their performance will be closely monitored. The licensed offices must be fully responsible for all pilgrims coming from their respective countries and must adhere to the regulations and instructions set by the ministry. They are also responsible for entering pilgrims’ data on the electronic path, preventing them from carrying prohibited items, and ensuring they do not engage in activities that disturb public order.

Additionally, the offices must work with the competent authorities in their countries to prevent unauthorized individuals from performing Hajj and raise awareness about the Kingdom’s regulations. They are prohibited from using facilities meant for pilgrims for other purposes, engaging in commercial activities, and participating in activities that disturb public security. The ministry will take strict actions against offices or employees that violate these regulations, including deportation and exclusion from future Hajj Affairs Offices formation.

Furthermore, the Ministry of Hajj has outlined procedures for accrediting foreign Hajj offices. The requirements include submitting an accreditation request through the diplomatic channel, providing data of the office representative and working team members, and ensuring they are qualified and well-behaved. The validity period of accreditation for office members begins from the date specified by the ministry until the end of the month of Muharram of the following Hijri year. The obligations of the Hajj Affairs Offices towards their pilgrims continue until they return to their countries.

The ministry is committed to preventing the exploitation of Hajj for political or sectarian purposes and prohibits the entry of individuals into the Kingdom for activities that disturb public security. It also prohibits the closure of main or branch headquarters without ensuring that all pilgrims have left the Kingdom and fulfilling all obligations. Violations of regulations may result in deportation of office heads or employees, reduction in the number of office members, or referral to security authorities. Offices must address any service deficiencies, and if they refuse, the ministry may assign someone else to do so and charge the office accordingly.

In conclusion, the Saudi Ministry of Hajj and Umrah is taking strict measures to ensure that the annual pilgrimage of Hajj is not misused for political or sectarian purposes. The regulations for the Offices of the Hajj Pilgrims’ Affairs abroad outline the responsibilities, requirements, and conditions that must be met by these offices.
