Education Secures 16.27 Billion Dirhams in Government Spending

UAE education spending rises as government allocates 16.27 billion dirhams for 2025

A parliamentary report adopted by the Federal National Council shows UAE education spending reached 16.27 billion dirhams in the 2025 fiscal year, equivalent to roughly 23.61% of total public expenditures, according to a copy obtained by local media. The report, prepared by the Financial, Economic and Industrial Affairs Committee, details allocations across infrastructure, teacher development, and vocational programs.

The figures and program breakdowns provide a first look at how education priorities were funded in 2025, with the committee stressing strategic investments to improve learning outcomes and prepare students for a technology-driven economy.

Breakdown of the 2025 education spending and priorities

The report indicates that government funds were not only directed toward physical infrastructure and curriculum updates but also invested in human capacity building. Education spending covered school facilities, curriculum development, and substantial teacher and leadership training programs designed to boost professional and technical readiness.

Notable allocations include dedicated funding for a teacher career progression framework (about 1.44 million dirhams) and 9.033 million dirhams across 14 programs supporting technical and vocational education institutions. Meanwhile, higher education and scholarship disbursements declined during 2025, with actual spending falling from about 285.6 million dirhams to 165.9 million dirhams, and the number of students funded dropping from 1,012 to 904.

International performance: rankings and scientific infrastructure

The report highlights improvements in several global indicators. The UAE moved up five places to rank 22nd globally in the education pillar of the Global Competitiveness Report for 2025, while its scientific infrastructure ranking improved seven places to 28th. These shifts, committee members said, reflect sustained policy focus on quality and capacity.

Officials and analysts quoted in the report linked the improvements to combined investments in facilities, teacher skills, and digital readiness. Furthermore, strengthening scientific infrastructure is expected to support research collaboration and innovation that align with national development goals.

Teacher training and artificial intelligence initiatives

One of the report’s central themes is enhancing teacher and leadership readiness for rapid technological change. The government funded targeted programs to build educators’ digital competencies and AI literacy, totaling about 9 million dirhams.

AI skill development for educators

Programs included partnerships with Hamdan Bin Mohammed Smart University and THE CODE to deliver AI skills training for teachers, and collaboration with the Emirates College for Teacher Development to support practical AI deployment in classrooms. The committee emphasized that such investments are intended to equip educators with tools for personalized learning, data-informed instruction, and new assessment methods.

Therefore, these initiatives form part of a broader push toward integrating artificial intelligence and educational technology within school systems, which the report suggests will bolster long-term competitiveness and labor-market relevance for graduates.

Technical and vocational education: gaps and next steps

The report allocates over 9 million dirhams to strengthen technical and vocational education and training (TVET) across 14 programs, yet it notes regulatory and structural work remains incomplete. In particular, the committee urged finalization of the executive regulations for Federal Decree-Law No. 39 of 2022 to enable a coherent framework linking TVET outputs to priority sectors and employer needs.

According to the report, completing these regulatory instruments will help align program content, certification, and industry partnerships so that vocational graduates can better meet private- and public-sector demand.

Higher education and scholarship trends

The committee flagged a notable decline in scholarship spending and student uptake in 2025, calling for closer monitoring of admission, scholarship, and employment indicators. The drop from 285.6 million dirhams to 165.9 million dirhams and the reduction in beneficiary numbers suggest shifts in policy, demand, or administrative throughput that warrant follow-up.

Officials recommended tracking outcomes such as graduate employment and sectoral needs to ensure scholarship programs remain targeted to national priorities and deliver measurable returns on investment.

Implications for workforce readiness and national competitiveness

Investments documented in the report are intended to increase the readiness of the education system to support a future economy rooted in digital skills and innovation. By investing in teacher training, AI capacity, and TVET, the government aims to produce graduates with skills relevant to priority industries.

However, the committee emphasized that maximizing the impact of education spending will depend on better coordination between education providers, regulators, and employers, as well as continued monitoring of key performance indicators such as learning outcomes and graduate employability.

Observers should expect follow-up steps including the issuance of executive regulations for the 2022 TVET decree-law and implementation plans for the teacher career progression system. The Federal National Council and relevant ministries may also release implementation timelines or performance targets to track the effectiveness of the 2025 allocations.

Meanwhile, policymakers and education leaders will likely focus on aligning scholarship programs with sectoral demand and expanding AI and digital training for educators. The committee’s report recommends these actions as priorities to sustain the UAE’s recent gains in international rankings and to ensure long-term competitiveness.
