Ministry of Higher Education Hosts Second Forum on Future of Higher Education
Today, the Ministry of Higher Education and Scientific Research convened the second forum in the series “Dialogue on the Future of Higher Education” in Dubai. The primary objective of this forum was to introduce recent decisions and legislation issued by the Cabinet to regulate and govern higher education systems in the UAE.
The forum saw the presence of the Minister of Human Resources and Emiratisation and the Minister of Higher Education and Scientific Research, Dr. Abdul Rahman Al Owais, along with the Undersecretary of the Ministry, Dr. Ahmad Sultan Al Shaibi. Over 200 officials and specialists from local regulatory agencies, institutions of higher education, and technical and vocational training centers attended the event.
Key Legislative Developments in Higher Education Governance
During three informative sessions, the Ministry’s team presented four regulatory decisions that are set to transform the framework of higher education. Among these, Cabinet Resolution No. 104 of 2026 specifies the national framework for licensing higher education institutions. This framework provides a clear, standardized pathway from establishment to renewal, modification, or cancellation when necessary.
Furthermore, the forum discussed Cabinet Resolution No. 92 of 2026 regarding review fees for higher education and vocational training institutions. This regulation aims to ensure financial accountability while safeguarding student rights in cases where institutions are unable to continue operations.
Another significant point of discussion was Cabinet Resolution No. 143 of 2026, which addresses the list of violations, penalties, and administrative measures designed to enhance quality assurance and ensure compliance with regulatory frameworks governing the sector.

The new legislation aims to enhance the quality of higher education, increase reliability, and improve educational outcomes. By linking oversight with risk management and performance metrics, the regulations support the preparation of graduates in fields that meet the needs of priority sectors.

The Ministry previously conducted the first forum in Abu Dhabi and is now preparing for the third forum in Sharjah later this month. These initiatives reflect the ministry’s ongoing efforts to engage stakeholders and continuously improve the higher education landscape in the UAE.
