New Guidelines for Transporting Livestock and Animal Products

The Ministry of Environment, Water, and Agriculture has established a new guide for the transport of livestock and their products, aiming to regulate both domestic and international movements of animals. This initiative is intended to minimize the spread of infectious diseases, ensure compliance with health regulations, and promote animal welfare standards.

The guide outlines ten categories of animals that are deemed unfit for travel. These include sick or injured animals, those that are weak or disabled, and animals unable to stand or move without pain. Additionally, completely blind animals and newborns with unhealed umbilical wounds are included. Pregnant animals in their last ten days of gestation or those that have given birth within the last 48 hours and do not accompany their young are also restricted, along with animals susceptible to adverse weather conditions and those that have had their horns or hooves trimmed within the past 14 days, with specified exceptions.

Health Requirements for Animal Transport

The regulations established in the guide mandate that animals must undergo a health examination at least 24 hours before travel. Vaccinations must be completed five days prior to departure, and only healthy animals can be transported, supported by an official veterinary certificate that details their health status and vaccinations. Furthermore, all shipping documentation must be finalized, including information about the animals, the sender and recipient, travel plans, emergency procedures, loading and unloading details, and driver qualifications to ensure animal safety and traceability back to the farm of origin.

The guidelines strictly prohibit the transportation of animals for more than eight hours without rest stops and access to food and water. They also forbid transportation outside designated operational areas without prior approval from the ministry, as well as the use of unapproved or unsuitable transport methods. Animal welfare inspectors are required to check the well-being of the transported animals within 30 minutes of departure and subsequently every two hours. Additionally, qualified attendants must be present to assist the animals, and mixing of potentially aggressive animals is strictly disallowed.

Regulations Against Inhumane Practices

According to the guidelines, the use of harsh physical methods, such as whips, tail twisting, and sharp tools to force animals to move, is expressly forbidden. The disposal of deceased animals in ports is prohibited, and euthanasia is allowed only under specific, approved conditions. Such measures are integral in ensuring the humane treatment of animals during transport and in addressing the ethical implications surrounding livestock handling.

Ultimately, the establishment of these guidelines marks a significant step towards enhancing the standards of animal welfare during transportation within and across borders. The ministry emphasized the importance of these regulations in mitigating health risks associated with livestock transport and ensuring that animals are treated with the dignity and care they deserve.

Future Steps and Implications

Looking ahead, these guidelines will continue to be monitored and refined as necessary to meet evolving health and welfare standards. Stakeholders involved in livestock transport are urged to familiarize themselves with these new requirements to ensure compliance and contribute to the overall health and well-being of animals. Observers anticipate that ongoing evaluation will lead to improved practices that support both animal welfare and industry stability. As the ministry rolls out initiatives to educate and assist transporters, adherence to these regulations is expected to increase, ultimately fostering a safer and more humane environment for livestock across all transport channels.
