Doha hosts UN meeting for special envoys’ dialogue with Afghan civil society

Doha, Qatar recently hosted a meeting of the Under-Secretary-General for Political and Peacebuilding Affairs at the United Nations, HE Rosemary DiCarlo, and Special Envoys with representatives of Afghan civil society as part of the 3rd meeting of Special Envoys on Afghanistan. During the meeting, HE DiCarlo emphasized the importance of listening to insights from Afghan civil society regarding the rights of women and minorities, girls’ education, media, business, and other critical issues. The participants also discussed the Doha process and the engagement between Afghanistan and the international community.

HE DiCarlo highlighted the diverse opinions expressed by participants and the need to build trust and engage in honest dialogue based on the United Nations Charter and human rights treaties to which Afghanistan is a party. The process is based on an independent evaluation recognized by the UN Security Council, calling for a coordinated approach with clear expectations from all parties. HE DiCarlo stressed the importance of a principled step-by-step approach with a focus on human rights, particularly the rights of women and girls, and inclusion in all discussions.

Looking ahead to the next phase of discussions, HE DiCarlo mentioned the possibility of establishing smaller groups around key issues identified in the independent assessment. She emphasized that while discussions are still in the early stages, they will require time and patience. The UN’s goal is to assist all people of Afghanistan through a comprehensive and inclusive approach that considers the needs and rights of all individuals in the country.

The meeting in Doha was seen as a critical and useful opportunity to engage with Afghan civil society and discuss important issues facing the country. HE DiCarlo underlined the importance of maintaining a clear understanding of outcomes and commitments from all parties involved in the peace process. The focus remains on promoting human rights, especially the rights of women and girls, as essential elements of any discussions moving forward.

HE DiCarlo also noted the importance of upholding the values of the United Nations and international human rights law in all interactions related to the peace process in Afghanistan. The meeting served as a platform for dialogue and collaboration between the UN, Special Envoys, and representatives of Afghan civil society to work towards a peaceful and inclusive resolution to the ongoing conflict in Afghanistan. By listening to the voices of Afghan civil society, the international community can better understand the needs and priorities of the Afghan people as they strive for a more stable and prosperous future.
