UAE: New decree issued to capture, detain, and remove stray animals in Umm Al Quwain

Sheikh Saud bin Rashid Al Mu’alla, the Supreme Council Member and Ruler of Umm Al Quwain, has recently issued an Emiri Decree to regulate stray animals in the emirate. The Decree, No. 9 of 2024, states that stray animals will be seized and confined in designated pens by the Umm Al Quwain Municipality Department. If the animal is considered a stray without an owner, the municipality department has the authority to confiscate it if the owner does not claim it within three days.

The Municipality Department also has the power to dispose of stray animals as they see fit. It is crucial for the department to follow the established procedures for issuing necessary approvals to authorize employees as judicial police officers to control and prove violations according to the legislation in force in the emirate and the country. Any conflicting text with the provisions of this decree will be repealed.
