Royal Oman Police revises traffic laws provisions in Oman

The Royal Oman Police (ROP) recently issued Resolution No. 61/2024, which includes amendments to the executive regulations of the Traffic Law. The amendments focus on Article 8, which now states that the validity of a vehicle operating license is for one year from the date of registration or renewal, with the option to extend based on the owner’s request. The previous text allowed for a two-year validity for certain government and diplomatic vehicles. Additionally, an agricultural tractor operating license is excluded from the period requirement.

Paragraph 2 and 5 of Article 39 have also been modified to specify which vehicles are subject to technical inspection upon registration and renewal of the operating license. Commercial vehicles, heavy government vehicles, taxis, buses, and older cars are among those listed for mandatory inspection. The new text under Article 39 clarifies that vehicles must undergo technical inspection in cases of engine, body, colour, or essential part replacements, aiming to ensure the safety and reliability of vehicles on the road.

Under the new resolution, any provisions that conflict with the attached amendments are repealed, ensuring a streamlined and harmonized approach to traffic regulations in Oman. These changes aim to enhance road safety and ensure that all vehicles on the road meet the necessary technical standards to operate safely. By aligning the executive regulations with current practices and standards, the ROP seeks to uphold the highest levels of compliance and enforcement in the Sultanate of Oman.

This decision reflects the commitment of the Royal Oman Police to continually review and update traffic regulations to adapt to changing circumstances and emerging challenges. By amending the executive regulations of the Traffic Law, the ROP aims to enhance traffic management, reduce accidents, and improve overall road safety. These updates also aim to streamline processes for vehicle registration and renewal, ensuring that all vehicles meet the necessary technical standards before being allowed on the road.

As part of the amendments, the validity period of vehicle operating licenses has been clarified, with an emphasis on annual inspections for certain vehicles to ensure continued compliance with safety standards. By excluding agricultural tractors from the period requirement, the new regulations aim to facilitate the operation of these specialized vehicles while still upholding safety standards for other types of vehicles. The amendments also address the need for technical inspections in cases of significant changes to a vehicle’s engine, body, colour, or essential parts, ensuring that all modifications meet safety requirements.
