The State of Qatar has reiterated its support for a two-state solution that includes the establishment of an independent, sovereign Palestinian state within the 1967 borders, with East Jerusalem as its capital. In a statement at the United Nations Security Council, Qatar emphasized the need for irreversible steps towards achieving this solution, highlighting that the Gaza Strip is an integral part of Palestinian land. The State of Qatar rejected any attempts to cause demographic or regional changes in Gaza, calling for a sustainable solution in accordance with international legitimacy and the Arab Peace Initiative.

During the UN Security Council debate on the situation in the Middle East, including the Palestinian issue, Qatar’s Permanent Representative to the UN, Sheikha Alya Ahmed bin Saif Al-Thani, condemned the ongoing Israeli war on Gaza. She expressed concern over the civilian casualties and displacement caused by indiscriminate bombings of homes, hospitals, and schools, as well as policies of collective punishment and starvation. Qatar has been actively engaged in diplomatic efforts to achieve an immediate and lasting ceasefire, emphasizing the need to protect civilians and allow for the delivery of aid to alleviate the suffering in Gaza.

Qatar welcomed the adoption of Security Council Resolution 2735, which highlighted the importance of diplomatic efforts by Qatar, Egypt, and the United States to reach a comprehensive ceasefire agreement. The joint statement issued by the three countries called on both Hamas and Israel to conclude an agreement reflecting the principles outlined by US President Joe Biden. Qatar remains committed to mediating efforts to bridge the gap between the parties and achieve a fair and comprehensive political settlement to end the violence in Gaza.

The State of Qatar strongly condemned the attack by occupying forces on the tents of displaced persons in the Al Mawasi area, which resulted in the death and injury of hundreds of civilians. This brutal act, along with the obstruction of humanitarian aid delivery, represents a clear challenge to international warnings and the orders of the International Court of Justice. Qatar emphasized the importance of enabling the delivery of humanitarian assistance and protecting humanitarian workers in accordance with international humanitarian law and Security Council resolutions.

Qatar has been actively supporting humanitarian efforts in Gaza, participating in urgent conferences and providing aid through air and sea shipments. The State of Qatar has pledged significant financial contributions to support the displaced and increase aid to UNRWA. Qatar also highlighted its rejection of illegal policies and practices by the occupying power in the West Bank, including settlement expansion, land confiscation, and violations of Palestinian rights. The State of Qatar called for the recognition of the State of Palestine by more countries and its full membership in the United Nations to support the achievement of a two-state solution.
