The Northern Municipal Council in Bahrain has approved an upgrade to the Benayat portal, responding to growing frustration from residents struggling to access basic municipal services. The current system, reliant on English language and plot numbers, has been widely criticized for being inaccessible and hindering processes like building permits and utility connections. This move aims to streamline procedures and improve citizen access to essential services, addressing a significant pain point for those in the Northern Governorate. Improving the Benayat portal is seen as crucial for efficient governance.

Calls for Change: Why Benayat Needed an Upgrade

For many residents of the Northern Governorate, interacting with municipal services has become a needlessly complex process. Councillor Abdulla Ashoor brought the issue to the forefront during yesterday’s council meeting, highlighting the numerous obstacles citizens face when attempting to use the Benayat portal. He explained that the system, now the primary gateway for all municipal and construction requests, is proving difficult to navigate even for those with basic digital literacy.

The core of the problem lies in the portal’s design. Residents are first required to create an account on Bahrain.bh and activate notification services before they can even attempt to log in to Benayat. This multi-step process immediately presents a barrier to entry.

Language and Technical Barriers

Once access is gained, the challenges continue. The entire Benayat website is presented in English, a significant issue for residents who are not fluent. Furthermore, the system utilizes highly technical terms related to property and construction, leaving many confused and unable to understand the required information.

“People know their address, not their plot number, yet the system insists on the plot number,” Ashoor pointed out. This insistence on plot numbers, rather than readily available address information, is a major source of frustration. Citizens have repeatedly voiced concerns that the site is neither intuitive nor user-friendly, directly impacting their ability to receive timely municipal services.

Impact on Essential Services: More Than Just Inconvenience

The difficulties with the Benayat portal aren’t simply a matter of inconvenience; they are actively delaying crucial services. Residents have reported significant delays in obtaining renovation licenses, approvals for property additions, and essential service connections like electricity and water.

These delays can have a cascading effect, impacting construction projects, home improvements, and even the ability to move into new properties. Ashoor emphasized the volume of complaints he’s received from constituents directed towards the new system. Many are being told all municipal procedures must go through Benayat, only to find themselves unable to complete the process.

Emergency Services Affected

The problems extend beyond routine applications. There have been instances where emergency crews have struggled to locate properties due to inaccuracies or difficulties in entering address information into the system. This poses a serious safety concern and underscores the urgent need for improvement. Effective municipal services rely on accurate and accessible information, something the current Benayat system demonstrably fails to provide for many.

The Council’s Response and Future Improvements

Recognizing the severity of the situation, the Northern Municipal Council swiftly approved the upgrade proposal. The specifics of the upgrade weren’t detailed in the initial report, but it is expected to address the key concerns raised by Ashoor and residents.

Potential improvements could include:

  • Multilingual Support: Adding Arabic language options to the portal.
  • Address-Based Search: Allowing users to search for properties using their address instead of solely relying on plot numbers.
  • Simplified Interface: Redesigning the website with a more intuitive and user-friendly layout.
  • Clearer Terminology: Replacing technical jargon with plain language explanations.
  • Improved Registration Process: Streamlining the account creation and activation process on Bahrain.bh.

The council’s decision is a positive step towards ensuring equitable access to government services for all residents of the Northern Governorate. The upgrade is expected to significantly reduce frustration and improve the efficiency of municipal operations.

Streamlining Municipal Processes: A Broader Perspective

The issues with the Benayat portal highlight a broader challenge facing many governments: the need to balance technological advancement with user accessibility. While online portals offer the potential for increased efficiency and transparency, they can also create barriers for those who lack digital skills or face language limitations.

This situation in Bahrain serves as a valuable lesson for other municipalities considering similar digital transformations. Prioritizing user experience, offering multilingual support, and ensuring that systems are designed with the needs of all citizens in mind are crucial for successful implementation. Ultimately, the goal of any digital governance initiative should be to empower citizens and make accessing essential services as easy as possible.

The upcoming changes to the Benayat portal will be closely watched by residents and municipal officials alike. A successful upgrade will not only resolve the current issues but also set a positive precedent for future digital initiatives in Bahrain. Residents are encouraged to continue providing feedback to the Northern Municipal Council to ensure the upgraded system truly meets their needs.
