The Regional Dialogue Forum on “Human Rights: Promoting Equality and Combating Discrimination in the Context of Migration” recently concluded in Doha, Qatar. Organised by the National Human Rights Committee (NHRC) in collaboration with the Arab Network for National Human Rights Institutions (ANNHRI) and the United Nations (UN) Office of the High Commissioner for Human Rights (OHCHR), the event aimed to raise awareness on human rights issues and combat racial discrimination.

During the two-day forum, participants highlighted the importance of promoting human rights awareness, especially among youth, to eliminate racial discrimination and promote tolerance and coexistence. Recommendations included the need to constantly monitor the rights of expatriate workers, address challenges they face, and promote awareness of the dangers of racial discrimination through civil society organisations and media outlets.

Additionally, the participants advocated for efforts to combat racism in sports, such as crafting policies, raising awareness, and providing capacity-building programs. They also emphasized the importance of promoting the principles of equality and non-discrimination in line with Islamic Sharia. Working papers presented during the forum included the Qatari experience in addressing racial discrimination, with a focus on NHRC’s role in promoting a culture of equality, non-discrimination, and protecting the rights of expatriates.

The papers highlighted NHRC’s efforts to monitor the state’s performance in upholding human rights, particularly economic, social, and cultural rights for migrant workers. NHRC’s involvement in preparing national reports on racial discrimination and economic and social rights was also commended. The committee’s commitment to combating racism and xenophobia through various initiatives and partnerships was acknowledged, leading to its accreditation by the Global Alliance of National Human Rights Institutions.

NHRC’s role in providing advisory, legal, supervisory, and awareness-raising support, as well as capacity building for civil society organisations, was underscored in the working papers. The committee’s focus on issuing informational materials for workers in multiple languages, outlining their rights and duties under the Labor Code, was highlighted as a key aspect of its awareness efforts. NHRC’s commitment to promoting human rights and combating discrimination was evident throughout the forum, showcasing its dedication to upholding the rights of all individuals, regardless of their background or status.

In conclusion, the Regional Dialogue Forum served as a platform for stakeholders to exchange ideas, share experiences, and collaborate on strategies to promote equality, combat discrimination, and protect human rights in the context of migration. The recommendations and working papers presented during the event highlighted the critical need for ongoing efforts to raise awareness, monitor human rights issues, and engage with communities to foster tolerance and understanding. NHRC’s significant role in advocating for equality and combating racial discrimination was praised, underscoring the importance of continued collaboration and action to create a more inclusive and just society for all.
