MCIT is developing an AI regulatory framework to address ethical and legal challenges.

Minister of Communications and Information Technology H E Mohammed bin Ali Al Mannai addressed the Shura Council yesterday in Doha, Qatar. He emphasized the Ministry’s cooperation with research institutions, including Hamad Bin Khalifa University, to study the dimensions and effects of artificial intelligence developments. The Minister also mentioned the possibility of developing a regulatory framework for artificial intelligence to address ethical and legal challenges. Additionally, efforts are being made to digitize government services, reduce redundancy, and enhance integration between different government applications.

In order to protect community members from fraud and develop programs for young people, the Minister highlighted cooperation with security bodies to combat electronic crimes and enhance security measures. He stressed the importance of integrating technology into education and providing technological educational programs to develop young people’s skills and awareness of digital safety. The Minister also emphasized the focus of the digital strategy on achieving economic and social benefits for citizens, designed based on these priorities.

The Minister also discussed the Ministry’s commitment to providing support and assistance to groups facing difficulty in dealing with technical developments. He emphasized the importance of an enabling environment that allows these groups to effectively engage in digital transformation and benefit from its advantages. The Shura Council, under the chairmanship of Speaker H E Hassan bin Abdullah Al Ghanim, welcomed the Minister to further elaborate on the Ministry’s strategic plans and digital transformation efforts.

The Shura Council discussed the topic of “disadvantages of using technology” in previous sessions, submitting a suggestion for the government’s willingness to address this topic. The Council studied the topic through the Cultural Affairs and Media Committee, hosting officials and professionals to examine all aspects of the topic. The Speaker highlighted the importance of reducing the negative impacts of modern technology, ensuring its proper utilization, and raising awareness of the risks of mishandling technology.

In his presentation, the Minister detailed the digital transformation strategy pursued by the Ministry to enhance the digital economy and improve citizens’ quality of life. He outlined the strategic objectives, including promoting government services, administrative processes, and transparency in community engagement. The Minister’s efforts align with the Qatar National Vision 2030 to advance the communication and IT sector, encourage investment, and achieve development goals through digital transformation.
