Islamic exorcism, also known as Ruqyah, is not a profession to be pursued as a trade or business, according to the Minister of Justice, Islamic Affairs, and Waqf in Bahrain. Rather, it is an expression of devout faith and a personal endeavor to strengthen one’s spiritual resilience through reflection upon the Almighty. The minister clarified that there is no mandatory requirement for officially designated specialists in Islamic exorcism and it should not be limited to a select few, denying others access to this spiritual practice.

In response to an inquiry from a Shura Council Member regarding regulations for the practice of Islamic exorcism, the minister explained that Ruqyah is sanctioned by the teachings of the Prophet. Three cardinal tenets of Ruqyah were outlined by scholars, including the recitation of Divine words and authentic sayings of the Prophet, the inclusion of additional supplications in line with Islamic tenets, and the understanding that Islamic exorcism depends on the will of Allah. It is considered a means to seek spiritual comfort while also acknowledging the importance of medical intervention, virtuous deeds, and avoiding harm.

Bahrain’s legal framework is dedicated to eradicating any misrepresentation of Ruqyah and combating malpractices related to acts of magic, sorcery, or divination. Such actions are criminalized by law, regardless of any association with Islamic exorcism. Fraudulent claims are also treated as fraud, and authorities have the necessary mechanisms to address these issues. The legal maxims and penal codes in Bahrain are designed to confront, prohibit, and seek justice for any violations related to Ruqyah.

The minister emphasized that Bahrain’s laws are aimed at protecting citizens and ensuring that Ruqyah is practiced in accordance with Islamic teachings. Any attempts to exploit this spiritual practice for nefarious purposes are met with severe consequences under the law. It is important for individuals involved in Islamic exorcism to adhere to the principles outlined by scholars and to approach Ruqyah with the proper intentions and respect for its significance in Islamic faith.

Overall, the practice of Islamic exorcism in Bahrain is seen as a spiritual endeavor that should be approached with sincerity and reverence. While there is no requirement for officially designated specialists in this field, individuals are encouraged to seek spiritual comfort through Ruqyah while also considering the importance of medical intervention and virtuous actions. Bahrain’s legal framework is dedicated to preventing any misuse or exploitation of Ruqyah, with strict penalties in place for those who engage in fraudulent practices or criminal activities under the guise of Islamic exorcism. The government is committed to protecting citizens and ensuring that Ruqyah is practiced in accordance with Islamic teachings and principles.
