The Saudi Ministry of Interior has announced strict penalties for those caught entering Makkah to perform Hajj without the necessary permit. Starting from June 2, 2024, fines of up to SR10,000 will be imposed on anyone caught within the specific geographical area in Makkah without a Hajj permit. These penalties will apply to Saudi citizens, expatriates, and visitors alike. In the case of a repeated violation, the fine may reach up to SR100,000, and expatriates will face deportation and a ban from reentering the Kingdom as per the law.
The penalties will be enforced within various areas, including the Central Haram Area, the Holy Sites of Mina, Arafat, and Muzdalifah, as well as the Haramain train station in Rusayfah and other designated security control centers. The Ministry emphasized the importance of adhering to Hajj regulations and instructions to ensure that pilgrims can perform their rituals without any difficulties. Earlier, the Ministry had also stated that individuals caught transporting violators of Hajj regulations and instructions could face imprisonment for up to six months and a maximum fine of SR50,000.
In addition to fines and imprisonment, the penalties will also include the confiscation of the vehicle used to transport violators, as well as deportation of the violating transporter if they are an expatriate. After serving the jail term and paying the fine, the transporter will be banned from reentering the Kingdom for a specified period of time. The fines imposed will increase according to the number of violators who were provided with transportation to enter Makkah without a permit.
