UAE’s Initiatives to Improve Nutrition and Combat Obesity

The United Arab Emirates (UAE) has ramped up its efforts to promote healthy nutrition and reduce obesity and associated chronic diseases throughout this year. These initiatives encompass comprehensive strategies, including regulations on food product components, improving nutritional options available in markets and schools, and enhancing early detection of obesity while developing weight management mechanisms based on health indicators.

Findings from the National Health and Nutrition Survey

The significance of these efforts is underscored by the findings from the National Health and Nutrition Survey 2024-2025, released earlier this January by the Ministry of Health and Prevention in collaboration with the Federal Competitiveness and Statistics Centre and other federal and local entities, with the endorsement of the World Health Organization. The survey examined dietary patterns among individuals aged 18 to 69 years, revealing that 96.2% exceeded the recommended sodium intake levels. Additionally, it found that 27.3% surpassed the advised sugar limits, while 27.4% reported daily consumption of sugar-sweetened beverages. More concerning was the finding that 56.1% of participants exceeded recommended fat intake levels, with a daily fiber intake average of only 23.1 grams.

Obesity rates were reported at 22.4% among adults, contrasted with 16.1% among children aged 6 to 17 years and 2.2% among children under five years. In response to these alarming statistics, the Ministry of Health and Prevention initiated a new mandate this October aimed at establishing maximum limits for sodium, total sugars, and total fats in various categories of packaged food products, whether locally produced or imported. This endeavor intends to enhance nutritional quality and mitigate obesity as well as non-communicable diseases related to unhealthy diet choices.

Implementing New Food Regulations

The new regulations apply to establishments distributing the targeted products, but exclude items prepared for direct export unless they are traded within the country. Furthermore, the decision permits the circulation of stock produced or imported before the regulations come into effect for a period not exceeding one year from the effective date or until the stock expires, whichever comes first. The new compliance rules introduce two phases, with the final product limits set to be met by December 31, 2030.

The first group, which includes sourdough and flatbreads, sweetened and alternative milk beverages, flavored or sweetened yogurts, and high-salt snacks, is expected to comply within nine months of the effective date. The second group, which includes processed cheese, will have two years and three months for compliance. For example, the maximum sodium level in sourdough bread will be reduced from the initial phase limit of 444 mg to 370 mg per 100 grams, while sugars will be limited to five grams, and total fats to seven grams per 100 grams. Additionally, the final sugar limits for sweetened milk beverages will be set at eight grams and ten grams for flavored or sweetened yogurt per 100 grams.

Encouraging Healthy Choices Across Platforms

The UAE’s commitment to promoting healthy dietary habits extends beyond regulations to include shopping environments and digital platforms. The private sector is being encouraged to offer healthier options while downplaying products high in fats, sugars, and salt. In this regard, the “Healthy Life” initiative in Abu Dhabi recognized several organizations this October for their commitment to enhancing healthy options in products, shopping environments, and online platforms.

Promoting Healthy Eating in Schools

This mission also extends to school environments, aiming to instill healthy eating habits in young generations. The Ministry of Health and Prevention launched the “School Canteen Lab” initiative in January in collaboration with educational authorities, supporting the National Nutrition Strategy 2030. The initiative was held in Sharjah, engaging 80 students, 20 teachers and parents, along with four chefs and specialists in a hands-on experience that included food tasting, recipe testing, meal preparation, and selection aimed at increasing student acceptance of healthier options.

Early Detection and Management of Obesity

Furthermore, the UAE’s initiatives include early detection of obesity and development of healthcare pathways for weight management across different life stages. In this context, the Abu Dhabi Public Health Center announced in April a strengthened collaboration with Novo Nordisk to support a dedicated weight management program. This program heightens awareness and empowers family doctors and health professionals to identify cases early and guide individuals towards approved care pathways.

The program outlines a follow-up plan for each participant based on their health indicators, lifestyle, and risk factors, aiming to tailor the care pathway to meet their specific needs. As a result, health professionals can provide more effective assistance to those struggling with obesity and related health issues.

Projected Economic Impact of Nutrition Initiatives

The anticipated positive effects of these initiatives extend to the economy as well. A report released in May during a discussion session with the Ministry of Economy and Tourism indicated that effective interventions for managing obesity and weight loss in the country could generate cumulative savings in healthcare costs of up to $1.5 billion, while contributing an estimated $51 billion to the gross domestic product by 2031.

As the UAE continues to implement these extensive nutritional initiatives, stakeholders and the public alike are encouraged to monitor progress, particularly with the upcoming compliance deadlines and additional strategies to bolster public health. The focus remains not only on combating obesity but also on fostering a healthier future for all citizens.
