Justice Ministry Restructures Courts, Begins Transfers in September and October

Ministry of Justice Announces Judicial Transfer Initiatives

The Ministry of Justice has revealed a series of organizational measures concerning the relocation of certain judicial circuits among court houses in various governorates. This initiative aims to streamline the registration of lawsuits and is being implemented in accordance with the rulings of the Vice President of the Supreme Court numbered 44 and 45 for the year 2026.

Effective from October 1, 2026, all major labor courts will be transferred from the provincial courts to the Al-Jahra Court. Additionally, the Ministry has announced that the registration of new labor lawsuits will be suspended until September 1, 2026, when new filings will begin at the Al-Jahra location.

Impacts on Civil and Labor Courts

Alongside the labor courts, the Ministry has decided to shift all major civil courts from Farwaniya to Hawalli, with the same timeline. New civil lawsuits will also be put on hold at Farwaniya, starting from September 1, 2026, when the new filing process will commence at the Hawalli court.

Moreover, the plan includes the relocation of the rental appellate court from Al-Jahra to Farwaniya. Additional transfers involve various misdemeanor and municipal violation courts, environmental, electronic crime, and commercial and customs courts among the three locations of Al-Jahra, Farwaniya, and Hawalli. These changes are also scheduled to take effect on October 1, 2026.

Goals of the Organizational Changes

The Ministry of Justice articulated that these procedural adjustments are intended to enhance the efficiency and organization of judicial operations. Officials emphasized the goal of achieving better distribution of court responsibilities and improving the overall flow of case management. In doing so, the Ministry aims to promote regularity in the filing process and the judicial workflow.

Furthermore, the Ministry has urged supervisory staff and department heads to take the requisite actions to ensure that these transitions occur smoothly and on time. This call for cooperation underscores the importance of these measures in maintaining an effective judicial system.

As these changes are set to unfold, stakeholders in the judicial system, including legal professionals and the public, should anticipate potential adjustments in how cases are managed across the affected courts.
