The Deputy Emir of the Makkah region and Central Hajj Committee Vice Chairman, Prince Saud bin Mishaal, has emphasized that all pilgrims must obtain a permit to perform Hajj. He stated that strict regulations will be enforced against any violators of the instructions. The 16th season of the campaign titled “Hajj is worship and a civilized behavior” was launched at the emirate headquarters in Jeddah, with the slogan “No Hajj without a permit.” The launch was attended by several princes, ministers, and senior officials, and was in the presence of Prince Khalid Al-Faisal, Emir of Makkah and advisor to the Custodian of the Two Holy Mosques.

During the press conference marking the launch of the campaign, Prince Saud expressed gratitude to Custodian of the Two Holy Mosques King Salman and Crown Prince Mohammed bin Salman for their efforts in serving and ensuring the safety of the pilgrims. He commended Minister of Interior and Central Hajj Committee Chairman Prince Abdulaziz bin Saud bin Naif for overseeing the efforts related to the pilgrimage. Prince Saud highlighted the achievements of previous years in preventing violators of regulations and reducing the number of illegal pilgrims, ensuring a conducive spiritual environment for the pilgrims.

Prince Saud urged all sectors involved in Hajj to enhance coordination and readiness to serve the pilgrims in accordance with the directives of the leadership. He emphasized the importance of implementing regulations and not tolerating violations to ensure a safe and hassle-free Hajj. He praised the fatwa issued by the Saudi Council of Senior Scholars prohibiting performing Hajj without a permit, taking into account the sanctity of the place and the holiness of the ritual. Unauthorized entry into the holy sites has a negative impact and disrupts the system of services provided to lawful pilgrims, so it is crucial to obey the authorities and avoid committing violations.

Public Security Director Lt. Gen. Mohammed Al-Bassami confirmed the readiness of the Hajj security forces to confront any threats to security or law and order during the Hajj season of 2024. He emphasized the prevention of actions that could jeopardize the safety and security of the pilgrims, and stated that violators will be detained and penalized according to regulations and laws. He highlighted the importance of completing field arrangements, enhancing readiness, and implementing plans at a level that aligns with the Kingdom’s capabilities to serve the pilgrims. Plans have also been developed to inspect all accommodation facilities in Makkah and remove violators of Hajj regulations.

In conclusion, it is imperative for all pilgrims to obtain a permit to perform Hajj, as regulations will be strictly enforced against any violators. The campaign “Hajj is worship and a civilized behavior” aims to prevent unauthorized entry into the holy sites and reduce the number of illegal pilgrims. By obeying the authorities and avoiding violations, pilgrims can ensure a safe and hassle-free Hajj experience. The readiness of the Hajj security forces and the coordination with the Ministry of Hajj and Umrah will help maintain security and law and order during the Hajj season. It is essential to follow the regulations and laws to enable Muslims to perform the fifth pillar of Islam in safety, tranquility, and ease.
