Civil Service, Government Development Bureau launches inaugural session of ‘Sadara’ program

The Civil Service and Government Development Bureau in Doha, Qatar recently launched the first session of the ‘Sadara’ program in collaboration with the General Secretariat of the Council of Ministers, the Ministry of Justice, and the Qatar Finance and Business Academy. The program was inaugurated by the Minister of Justice and Minister of State for Cabinet Affairs, HE Ibrahim bin Ali Al Mohannadi, and the President of the Civil Service and Government Development Bureau, HE Abdulaziz bin Nasser bin Mubarak Al Khalifa. The goal of the program is to address the needs of the Qatari labor market by training national competencies in policy analysis and drafting legislation within government legal departments.

Acting Director of the Institute of Public Administration, Maha Masoud Al Marri, emphasized the importance of the Sadara program in developing the capabilities of Qatari youth in policy analysis and legislation drafting. The program, designed in collaboration with various government entities, will run until November 28, 2024, with the participation of 35 trainees, including government employees and new graduates. The training modules will cover topics such as legal foundations and principles, drafting legislative instruments, legal oversight, and measuring legislative impact within the Qatari legal system. Practical workshops will also be conducted in the Legislation and Policy Laboratory.

The program aims to empower Qatari talents and individuals seeking job opportunities in the legal field by providing them with the necessary skills and knowledge to excel in government legal departments. In addition, the Sadara program will include a training module held during a trip to Singapore to learn about legislative drafting practices in another jurisdiction. This initiative is part of the Civil Service and Government Development Bureau’s efforts to support job localization in legal affairs departments, empower Qatari competencies, and contribute to achieving the goals outlined in Qatar National Vision 2030.

Overall, the ‘Sadara’ program is a significant step towards fulfilling the needs of government agencies for competent individuals in the legal sector. By providing training and development opportunities for Qatari youth, the program plays a crucial role in supporting the country’s vision for economic and social development. Through partnerships with key government entities and educational institutions, the program aims to enhance the skills of participants in policy analysis, legislation drafting, and legal oversight, ultimately contributing to a qualified workforce capable of driving Qatar’s future growth and prosperity.
