The Mattei Plan, proposed by Italian Prime Minister Giorgia Meloni, aims to redefine Europe’s role in Africa and globally. While the plan is often associated with migration issues, its scope goes beyond that and encompasses various development objectives and industry interests, thus representing a strategic shift in Europe’s approach towards Africa. There are three key reasons why the Mattei Plan is essential for Europe.

Firstly, the plan emphasizes collaborative partnerships and benefits to local communities, linking development objectives with industry interests. By focusing on enhancing the investment climate and addressing social needs within African nations, the Mattei Plan aims to establish a sustainable economic engagement model that moves away from traditional donor-centric approaches.

Secondly, the Mattei Plan highlights the importance of Italy’s strengths in sectors like agriculture and energy, showcasing a pragmatic and competence-based approach in engaging with Africa. By leveraging Italy’s expertise and resources in these areas, the plan aims to compete effectively in the international arena and avoid the pitfalls of broader strategies like the EU’s Global Gateway.

Thirdly, the Mattei Plan sets the stage for a collaborative framework led by European middle and smaller powers, including Italy, Spain, Portugal, and Nordic and Eastern European countries. These nations can work together within initiatives like the Global Gateway, recognizing the potential for collective action to achieve greater impact in Africa.

For the Mattei Plan to succeed, effective communication and engagement strategies are essential. This includes aligning domestic interests with foreign policy objectives, fostering cooperation within the EU, and promoting dialogue with global partners in the Global South. By leveraging its G7 presidency and working towards mutual interests in Africa, Italy can play a pivotal role in reshaping Europe’s role in Africa and globally.

In conclusion, the Mattei Plan represents a significant opportunity for Europe to recalibrate its approach towards Africa and establish collaborative partnerships that benefit both European and African nations. By focusing on development objectives, industry interests, and effective communication strategies, the plan aims to pave the way for a new European modus operandi in Africa, positioning Italy as a key player in the region’s development and growth.
