Saudi Arabia starts investigation into steel imports from China and Taiwan for dumping practices

The Saudi General Authority of Foreign Trade (GAFT) has initiated an anti-dumping investigation into the imports of longitudinally welded circular cross-section pipes of stainless steel from China and Taiwan. This move is in accordance with the Law of Trade Remedies in International Trade, which was established on November 23, 2022. The purpose of the investigation is to address concerns about the potential dumping of these products into the Saudi market, which could be harming the domestic steel industry. GAFT is mandated to oversee trade-remedy tasks, including conducting investigations and imposing measures in line with the Kingdom’s international commitments under various trade agreements.

The key objective of the law and the investigation is to safeguard the Saudi domestic industry from the negative effects of dumped and subsidized imports. By preventing a surge in such imports, the authorities aim to protect the economic interests of the Kingdom. The regulations outlined in the law empower GAFT to take necessary actions to counter any unfair trade practices that threaten the local market. This includes imposing tariffs or other measures to level the playing field and ensure fair competition among domestic and foreign producers.

Dumping occurs when a foreign producer exports goods to another country at a price lower than the normal value in their home market, often leading to detrimental effects on domestic industries. By investigating imports of stainless steel pipes from China and Taiwan, GAFT is taking proactive steps to address any potential dumping practices that could harm the Saudi steel industry. The investigation will scrutinize the pricing practices of these imports and determine whether they are being sold at below-market prices, which could distort the local market and undermine the competitiveness of domestic producers.
