Inaugural Joint Statement of the Qatari-Spanish Strategic Dialogue

The State of Qatar and the Kingdom of Spain recently held their Inaugural Strategic Dialogue in Madrid, marking the beginning of an annual event to celebrate their deepening bilateral relationship. The dialogue highlighted the commitment of both countries to strengthen their strategic partnership, as outlined in a Memorandum of Understanding signed during the visit of the Spanish Prime Minister to Doha in April 2024.

Both sides reviewed areas of collaboration such as regional security, defence and military cooperation, trade and investment, education, culture, and innovation. They emphasized the importance of respecting international law and promoting peace in the Middle East and beyond. They commended each other’s efforts in achieving ceasefires and advancing the two-state solution for Israel and Palestine.

In the realm of trade and investment cooperation, Qatar and Spain have seen significant growth in economic ties, with a total trade of more than 1.4 billion euros in the past year. Both countries are working closely together in areas such as technology, renewable energy, clean transportation, and the circular economy. Spain welcomes Qatar’s investments in its economy and both sides are exploring opportunities for further collaboration.

On the defense and military front, Qatar and Spain reiterated their commitment to peace and stability, as well as their joint efforts to counter common threats and promote freedom of navigation. They also highlighted their cooperation in security matters, particularly during the FIFA 2022 World Cup held in Qatar. Both countries are committed to enhancing their partnership in tackling global security challenges.

In the areas of security and justice cooperation, both Qatar and Spain expressed their desire to strengthen cooperation on border security, law enforcement, and counterterrorism efforts. They emphasized the importance of combating extremism and all forms of hate speech. Both sides reaffirmed their commitment to operational and judicial cooperation to address shared global security challenges.

Education and culture cooperation were also highlighted during the Strategic Dialogue, with discussions focused on promoting collaboration in education, vocational training, and cultural exchanges. Both countries are working towards enhancing bilateral cooperation in these areas through programs such as teacher mobility initiatives and cultural exchange agreements. The establishment of research chairs and scholarships further demonstrates their commitment to promoting educational and cultural ties.

In terms of innovation partnership, Qatar and Spain discussed areas of collaboration in research and innovation, particularly in fields such as renewable energy, environmental sustainability, AI, health sciences, and sports. Both countries are looking to increase professional exchanges and knowledge-sharing initiatives to promote innovation and applied R&D. They aim to continue their cooperation in these areas and review progress during future dialogues.

Overall, the Inaugural Strategic Dialogue between Qatar and Spain has laid the foundation for a strengthened partnership in various fields. Both countries are committed to enhancing their cooperation in trade, defense, security, education, culture, and innovation, as they work towards fostering peace, stability, and economic growth in the region and beyond. The annual dialogue will provide a platform for continued collaboration and progress in the years to come.
