Oman calls for strengthening UNCTAD’s mandate in occupied Palestinian territories

The Sultanate of Oman has strongly voiced its unwavering support for the Palestinian people, reaffirming its commitment to a recent statement delivered by the delegation of the State of Palestine to the Trade and Development Board of the United Nations Conference on Trade and Development (UNCTAD). This backing comes amidst a deepening economic and humanitarian crisis in the Palestinian territories, particularly in Gaza, following events since October 2023. Oman’s position underscores the urgent need for international intervention and a renewed focus on sustainable development for Palestine.

Oman Endorses UNCTAD Report on Palestinian Economic Crisis

Oman’s delegation, led by H.E. Ambassador Idris bin Abdulrahman Al-Khanjari, Permanent Representative to the United Nations and international organizations, expressed deep appreciation for UNCTAD’s recent report detailing the devastating impact on the Palestinian economy. The report, described as “valuable” by Ambassador Al-Khanjari, paints a stark picture of a crisis that has rapidly eroded decades of development. The Sultanate’s endorsement highlights the importance of impartial, data-driven assessments in understanding the complexities of the situation and formulating effective responses.

The Scale of the Economic Devastation

The statement delivered to the UNCTAD Board emphasized the “unprecedented, profound, and comprehensive” nature of the current crisis. Key findings detailed the destruction of vital productive sectors, the cessation of essential services, and a dramatic decline in public revenues. Furthermore, the report highlighted widening financial gaps and a significant reduction in household purchasing power, leaving a large portion of the population vulnerable. The banking sector is facing immense pressure due to liquidity issues and increasing debt burdens.

Gaza’s “Extremely Tragic” Situation and the Need for Reconstruction

Ambassador Al-Khanjari specifically addressed the dire circumstances in Gaza, characterizing the situation as “extremely tragic.” Widespread destruction has impacted critical infrastructure, including factories, healthcare facilities, schools, transportation networks, and energy supplies. This has effectively dismantled the basic economic foundations of the region, creating a humanitarian catastrophe. The scale of the damage necessitates a long-term, multifaceted approach to recovery.

Reconstruction efforts, Oman stressed, will be a monumental undertaking, requiring substantial financial investments and, crucially, a firm and sustained commitment from the international community. Without a clear political will to address the root causes of the crisis, any reconstruction efforts risk being short-lived and insufficient to meet the needs of the affected population. The focus must extend beyond immediate relief to building a resilient and sustainable economy.

UNCTAD’s Role and Oman’s Three-Point Plan

Oman recognizes the pivotal role of UNCTAD in supporting Palestinian institutions. This support includes providing advanced economic analysis, building capacity within the Palestinian government, developing tools for financial and trade planning, and coordinating international aid efforts. The Sultanate specifically acknowledged the ongoing assistance provided through UNCTAD’s Assistance to the Palestinian People Unit.

To effectively address the crisis, Oman outlined three key priorities for the international community. First, humanitarian aid must be linked to sustainable economic measures, including facilitating the entry of essential goods, easing restrictions on movement, and ensuring the flow of legitimate revenues to the Palestinian Authority. Second, a comprehensive reconstruction project for Gaza is essential, focusing on rebuilding infrastructure, investing in human capital, and revitalizing all productive sectors. Third, strengthening Palestinian institutions is a fundamental prerequisite for any long-term developmental path, and UNCTAD’s programs in this area should be continued and expanded.

The Root Cause: Occupation and the Call for Moral Responsibility

Oman firmly stated that the crisis in the Palestinian territories is “a direct result of the occupation and its accumulated consequences.” This underscores the Sultanate’s long-held position that a just and lasting resolution to the Israeli-Palestinian conflict is essential for achieving sustainable peace and prosperity. The call for international support extends beyond financial and technical assistance; it is framed as a “moral, humanitarian, and developmental” responsibility.

The Sultanate urged the international community to strengthen UNCTAD’s mandate and provide increased support for its programs in the occupied Palestinian territories. This includes advocating for policies that promote economic independence and resilience for the Palestinian people. Oman’s message is a powerful call for collective action to alleviate the suffering of the Palestinian population and build a future where they can live with dignity and economic security. Addressing the economic hardship is a crucial step towards fostering stability and creating an environment conducive to a peaceful resolution. Furthermore, Oman’s commitment to the Palestinian cause demonstrates its dedication to regional stability and international cooperation. The situation demands a comprehensive and sustained response, and Oman is actively advocating for that on the global stage.
