Parliament to Discuss Reports on Bahrainization and Job Outsourcing

The upcoming parliamentary session in Bahrain will focus on the reports of two investigative committees – the ‘Bahrainization’ committee and the committee on employment contracts. These committees have completed their reports and will present their findings and recommendations to open the floor for discussion by MPs.

The Bahrainization committee’s focus areas include reviewing procedures adopted by the Civil Service Bureau and Ministry of Labour for replacing expatriates with citizens, identifying positions in the public and private sectors occupied by expatriates, and understanding the steps and timelines in the Bahrainization process. The committee also aims to determine the labour market’s actual needs, guide secondary school graduates on required specializations, and coordinate with government entities to identify job requirements.

In contrast, the employment contracts committee examines procedures followed by various government bodies regarding the procurement of manpower and contracts for administrative, technical, and logistical services. The committee discusses the proper implementation of employment requirements, including approved qualifications and Bahrainization ratios in companies awarded such contracts. It also reviews the need for government entities to issue tenders for services and ensuring suppliers comply with employing Bahraini citizens.

Additionally, the employment contracts committee audits financial allocations for manpower procurement and service provision, ensuring budgetary provisions are available for these contracts. The committee’s goal is to ensure government entities are following appropriate procedures and prioritizing the employment of Bahraini citizens in various sectors. By discussing these reports in the parliamentary session, MPs will have the opportunity to debate and potentially implement changes based on the committees’ recommendations.

The field visits conducted by the Bahrainization committee have provided valuable insights into the actual implementation of Bahrainization procedures in the public and private sectors. By observing these practices firsthand, the committee can better understand the challenges and opportunities in promoting the employment of Bahraini citizens. This information will be essential for formulating recommendations and policies to strengthen Bahrainization processes in the future.

Overall, the reports presented by the Bahrainization and employment contracts committees will serve as a foundation for discussions in the upcoming parliamentary session. By examining the findings and recommendations of these committees, MPs can work towards promoting the employment of Bahraini citizens and ensuring proper procedures are followed in the procurement of manpower and services. Through collaboration and debate, lawmakers can enact positive changes that benefit both Bahraini citizens and the overall economy.
