SR10,000 fine for entering Makkah without a Hajj permit starting June 2

The Ministry of Interior in Saudi Arabia has announced strict penalties for those who enter Makkah without a Hajj permit. A fine of SR10,000 will be imposed on anyone caught without a permit between Dhul Qada 25 and Dhul Hijjah 14. This includes individuals within the holy city of Makkah, the Central Haram Area, the Holy Sites of Mina, Arafat and Muzdalifah, and other designated areas. The penalties apply to Saudi citizens, expatriates, and visitors, with expatriates facing deportation and a ban from reentering the Kingdom.

The Ministry of Interior emphasized the importance of adhering to Hajj regulations to ensure pilgrims can perform their rituals in ease and comfort. The fines will be doubled for repeat offenders, and penalties will also be imposed on those caught transporting violators of Hajj regulations. Transporters face imprisonment for up to six months, a fine of up to SR50,000, and possible confiscation of their vehicle. Expatriate transporters will be deported after serving their sentence and paying the fine.

To enforce these penalties, the ministry has encouraged the public to report any violations by contacting toll free numbers 911 in the regions of Makkah, Riyadh, and the Eastern Province, and 999 in the rest of Saudi Arabia. This crackdown on unauthorized entry to Makkah aims to maintain the sanctity of the Hajj pilgrimage and ensure the safety and security of all participants. By imposing stringent penalties, the Ministry of Interior is sending a clear message that violations of Hajj regulations will not be tolerated.

It is vital for all individuals planning to enter Makkah during the specified period to obtain the necessary Hajj permit to avoid facing these hefty fines and potential deportation. The ministry’s decision to double fines for repeat offenses underscores the seriousness of unauthorized entry to Makkah and the importance of respecting the rules and regulations set forth for the Hajj pilgrimage.

In addition to fines, the ministry’s penalties for transporting violators serve as a deterrent to those who may attempt to bypass the regulations. By confiscating vehicles used in transporting violators and imposing deportation on expatriate transporters, the ministry is taking a strong stance against those who facilitate unauthorized entry to Makkah during the Hajj season.
