The High Administrative Court in Manama recently rejected a lawsuit filed by a foreign national who was seeking an ID card for his daughter before obtaining a passport for her in her nationality. The court stated that in order to issue an ID card for a foreigner, the name must be recorded exactly as it appears in the passport or the nationality statement issued by the competent authority in the General Directorate of Nationality, Passports and Residence, along with the passport details for non-Bahrainis.

The plaintiff had initially filed a lawsuit before the Lower Administrative Court, asking the Information & eGovernment Authority (iGA) to issue a birth certificate for his daughter, who was born in 2017, as well as an ID card, and to register this in its official records. He mentioned that he had requested the iGA to issue a birth certificate, but they refused to do so without a court order. The Lower Administrative Court ruled in favor of obliging the iGA to issue a birth certificate for the plaintiff’s daughter and register it in its official records, but stated that it did not have jurisdiction over the request to issue an ID card and referred it to the High Administrative Court.

The High Administrative Court’s decision highlights the importance of following proper procedures when applying for official documents such as birth certificates and ID cards. It also underscores the significance of accurately recording information in accordance with official guidelines to ensure consistency and compliance with legal requirements. This case serves as a reminder for individuals to be aware of the specific requirements and regulations when dealing with government agencies in matters related to documentation and identification.

In the context of this legal case, it is evident that the court prioritizes the adherence to established protocols and regulations when issuing official documents. The decision to reject the lawsuit for an ID card before obtaining a passport for the child reflects the court’s commitment to upholding the integrity and accuracy of official records. By emphasizing the need for proper documentation and verification, the court aims to maintain the credibility and reliability of government-issued identification documents for all individuals, regardless of nationality.

Furthermore, the court’s ruling underscores the significance of coordinating with the appropriate authorities and following legal procedures in matters pertaining to identification and documentation. The involvement of the iGA in the issuance of birth certificates and ID cards demonstrates the collaboration between governmental entities in ensuring the accuracy and validity of official records. This case serves as a lesson for individuals to seek guidance from relevant authorities and adhere to prescribed protocols when dealing with legal matters involving documentation and identification.

In conclusion, the High Administrative Court’s decision to reject the lawsuit and refer the request for an ID card to the competent authority emphasizes the importance of following proper channels and procedures when applying for official documents. By upholding the necessity of recording information accurately and in accordance with official guidelines, the court upholds the integrity and reliability of government-issued identification documents. This case serves as a reminder for individuals to be vigilant and knowledgeable about the processes and regulations involved in obtaining legal documents, particularly in matters related to identification and documentation.
