Zelenskyy and Trump to discuss Ukraine’s territories and US security guarantees

A potential diplomatic breakthrough in the Ukraine war is on the horizon as former U.S. President Donald Trump is scheduled to meet with Ukrainian President Volodymyr Zelenskyy in Florida on Sunday. The meeting follows weeks of negotiations between Kyiv and Washington, signaling a renewed effort to establish a peace settlement before the end of 2025. Both leaders have expressed cautious optimism about the possibility of progress.

President Zelenskyy, currently on a diplomatic tour that included a stop in Halifax, Canada, to meet with Prime Minister Mark Carney, stated that negotiating teams have prepared initial drafts of key documents. He emphasized the urgency of securing a resolution, while President Trump told the New York Post he believes there is a “good shot” at reaching peace, suggesting Russia also desires an agreement. However, a massive Russian missile and drone strike on Kyiv occurred in the lead-up to the talks, underscoring the ongoing challenges.

Negotiations Focus on Ukraine Peace Settlement and Security Guarantees

The core of the discussions will center around security guarantees for Ukraine, economic cooperation, and the status of Ukrainian territories currently occupied by Russia. Zelenskyy indicated that these are issues best addressed directly at the leadership level, as the bilateral agreements with the U.S. do not require Moscow’s consent. He believes the security guarantee agreement is “almost ready” and is prepared to initial it during the meeting.

Alongside security assurances, economic arrangements are also being drafted, though Zelenskyy described these as “basic” at this stage, requiring further discussion to define a clear path forward. Progress on these bilateral fronts is seen as crucial for unlocking more substantial negotiations regarding territorial disputes. European Commission President Ursula von der Leyen has also voiced support for a “just and lasting peace” that respects Ukraine’s sovereignty and territorial integrity, adding that bolstering Ukraine’s defense is vital for continental security.

Territorial Disputes and Potential Compromises

The most complex aspect of the negotiations remains the issue of territorial control, particularly in eastern Ukraine and around the Zaporizhzhia nuclear power plant. Russia continues to demand the relinquishment of all territory in the Donbas region, a demand Kyiv has consistently rejected.

To facilitate compromise, the United States has proposed establishing free economic zones in the contested areas. Ukraine, however, is seeking the demilitarization of these regions and the deployment of an international peacekeeping force to ensure stability. These differing positions highlight the significant hurdles to a territorial resolution.

The Zaporizhzhia nuclear power plant, currently under Russian occupation, presents another major challenge. The U.S. has suggested a consortium involving Ukraine and Russia with equal stakes, while Zelenskyy proposed a joint venture between the U.S. and Ukraine, with any Russian share being allocated by Washington. He stressed that any agreement would not constitute legal recognition of Russian control, but acknowledged the need for public discussion and potentially a referendum or legislative changes.

Zelenskyy pointed to Saturday’s large-scale Russian attack on Kyiv as evidence of Russia’s reaction to peace talks. He reiterated the importance of strong security guarantees for Ukraine, especially in light of continued aggression. The attack injured dozens and killed at least one person, underscoring the volatile security situation.

Despite the challenges, Trump expressed optimism, stating that he believes Russia is ready to negotiate. “I think they want to do it now, and I think that Russia wants to do it. But every time one wants to do it, the other doesn’t,” he said.

The outcome of Sunday’s meeting could significantly shape the future of the Ukraine conflict. Observers will be closely watching for any concrete agreements on security guarantees and the potential for a renewed diplomatic push to resolve the territorial disputes. Further developments are expected in the coming days as both sides assess the progress made and consider next steps towards a lasting peace.
