Uzbekistan highlights Termez Dialogue at Doha Forum

The 2024 Doha Forum concluded this week with a strong emphasis on regional cooperation and conflict resolution, drawing international leaders and experts to Qatar’s capital. Among the attendees was Eldor Aripov, Director of the Institute for Strategic and Regional Studies (ISRS) in Tashkent, Uzbekistan, who highlighted the importance of the forum as a platform for dialogue, particularly regarding the Doha Forum’s role in supporting initiatives like the Termez Dialogue. Aripov’s participation underscores Uzbekistan’s growing engagement in international diplomatic efforts.

Aripov, whose institute operates under the office of the President of Uzbekistan, expressed gratitude to Qatar for hosting the event and for dedicating a special session to the Termez Dialogue. This dialogue focuses on fostering connectivity between Central Asia and South Asia, with Afghanistan and its neighbors at the center of discussions. The forum, held from February 10-12, provided a crucial space for presenting this initiative to a wider audience and securing potential partnerships.

The Significance of the Termez Dialogue and Uzbekistan’s Regional Role

The Termez Dialogue, initiated by Uzbekistan, aims to address the complex challenges facing Afghanistan and the surrounding region. According to the ISRS, the initiative seeks to promote peace, stability, and economic development through enhanced cooperation on issues such as trade, transportation, and security. This approach aligns with Uzbekistan’s broader foreign policy goals of strengthening regional integration and becoming a key player in Central Asia’s geopolitical landscape.

Fostering Connectivity

Aripov emphasized the potential of the Termez Dialogue to unlock economic opportunities by improving connectivity between Central and South Asia. This includes projects related to infrastructure development, such as railways and energy pipelines, which could facilitate trade and investment. The initiative also recognizes the importance of addressing humanitarian concerns and supporting Afghanistan’s reconstruction efforts.

However, the success of the Termez Dialogue hinges on the evolving political situation in Afghanistan and the willingness of all stakeholders to engage constructively. The ongoing security challenges and the presence of non-state actors pose significant obstacles to achieving lasting peace and stability.

Aripov noted the timeliness of the Doha Forum, given the numerous global conflicts currently unfolding. He applauded Qatar’s commitment to diplomatic mediation and its efforts to promote dialogue and understanding in a challenging international environment. This commitment is reflected in Qatar’s role as a mediator in various regional disputes, including those involving Afghanistan.

Additionally, Aripov highlighted the strengthening Qatar-Uzbekistan relations. Qatar has emerged as a significant investor in Uzbekistan’s economy, with projects spanning multiple sectors. This investment is seen as a key driver of Uzbekistan’s economic reforms and its efforts to diversify its economy. The increasing economic ties between the two countries are expected to further deepen their bilateral cooperation.

The growing economic partnership between Qatar and Uzbekistan is part of a broader trend of increased investment in Central Asia. Several other countries, including Turkey and the United Arab Emirates, have also been expanding their economic presence in the region. This increased investment is driven by the region’s strategic location, its abundant natural resources, and its potential for economic growth. Central Asia is becoming increasingly important in global trade and energy security.

Looking ahead, the next steps for the Termez Dialogue involve continued engagement with regional and international partners to refine the initiative and identify concrete projects. The ISRS will likely play a key role in facilitating these discussions and promoting the dialogue’s objectives. The ongoing situation in Afghanistan and the broader geopolitical landscape will continue to shape the dialogue’s trajectory, and its ultimate success remains uncertain. Monitoring the level of international support and the progress of regional cooperation will be crucial in assessing the long-term impact of the Termez Dialogue and Uzbekistan’s role in fostering stability in the region.
