The executive regulations of the Law of the Protection of Public Facilities in Saudi Arabia outline strict penalties for individuals or groups who intentionally damage, block, or obstruct public roads or flood drainage passages. Those found guilty of such violations may be fined 75 percent of the cost of repairing the damage, not exceeding SR100000. If the violation is committed by a group, they will jointly bear the penalty, and the perpetrators will be referred to the court. The regulations, approved by Minister of Municipalities and Housing Majid Al-Hogail, also require the violator to compensate for all damages caused and cover the costs of repairing the damage. Failure to pay will result in collection of the fines in accordance with the State Revenue Law.

The regulations also address penalties for those who cause damage, cut, or disrupt road extensions or flood drainage channels without prior coordination with the competent authority and obtaining a license. Individuals who encroach on roads or flood drainage channels for illegal benefit or create cuts in them may face fines equivalent to the costs of removing the encroachment and restoring the situation. Those who flood roads with petroleum materials, drop dirt or stones on them, or disrupt their function may be fined up to SR3000. Anyone who tampers with water or electricity meters or damages railways or public roads may also face fines of up to SR3000.

The Law of the Protection of Public Facilities aims to ensure that public facilities continue to operate without interruption and that services are not halted for any beneficiary. The law places responsibility on relevant administrations and companies to protect and promptly repair any damage to public facilities. Coordination between these entities is required to ensure smooth functioning of public facilities, reduce service disruptions, and minimize harm to users. The law outlines various motives for damaging public facilities, such as attacks with the intent to benefit from them or the construction of private structures on these facilities.

In the event of repeated violations, the fines imposed on individuals or groups will be doubled, not exceeding twice the maximum limit set for the fine. The decision on compensation or the fine, or both, will be issued by the head of the competent authority. These regulations are essential in maintaining the integrity and functionality of public facilities in Saudi Arabia, ensuring that they serve the public and prevent any disruptions. Violators of the Law of the Protection of Public Facilities may face severe penalties, including imprisonment for up to two years and hefty fines. It is crucial for individuals and groups to adhere to these regulations to preserve the public infrastructure and facilities for the benefit of all.
