Telegram to establish local office in Kazakhstan in order to improve regulatory compliance

Telegram, a popular messaging platform, is making headlines as it plans to establish a local office in Kazakhstan. This decision comes as part of efforts to enhance communication with local authorities and improve content management on the platform. The Ministry of Digital Development, Innovations, and Aerospace Industry in Kazakhstan announced this move, highlighting the importance of having Telegram’s physical presence in the country to increase control and oversight of the platform’s content. With over 12.5 million Kazakh users, representing more than half of the nation’s population, Telegram has experienced significant growth in the region, with a 25% increase in users since 2023.

The establishment of Telegram’s office in Kazakhstan coincides with broader discussions involving Kazakh officials and representatives from major U.S. tech companies like Meta and Apple. Discussions during these meetings have focused on topics such as data protection, fraud prevention, and the spread of fake accounts on platforms like Meta’s WhatsApp. Meta, in particular, reported blocking 1.2 billion fake accounts globally in the third quarter of 2024, mostly through the use of artificial intelligence. Minister Zhaslan Madiyev emphasized the importance of global cooperation in ensuring the safety of Kazakh citizens in the digital space, particularly in Swiftly removing illegal content and blocking illicit channels.

Telegram’s decision to establish an office in Kazakhstan is part of its broader efforts to address regulatory concerns, which have also attracted increased scrutiny in other countries. In late August, French authorities indicted Telegram founder Pavel Durov over the platform’s alleged failure to prevent illegal activities adequately. In response to these concerns, Telegram has implemented several measures, including sharing user information, such as IP addresses and phone numbers, with authorities when necessary. The platform has also made significant updates to its search engine to remove problematic content and leverage artificial intelligence to detect and block illicit material.

Although Telegram has yet to provide an official comment on its new office in Kazakhstan, the move marks one of the first global steps the platform has taken to ensure greater compliance with local regulations. In 2023, the messaging platform held $400 million in digital assets and saw its premium user base increase from four million to over five million by mid-2024. Despite generating $342.5 million in revenue, Telegram posted an operating loss of $108 million for that year. Notably, about 40% of its revenue came from activities related to digital assets, including an integrated wallet and the sale of digital collectibles.

Overall, Telegram’s decision to establish a local office in Kazakhstan reflects its commitment to addressing regulatory concerns and enhancing its presence in key markets. By increasing control and oversight of content on the platform, Telegram aims to ensure compliance with local laws and regulations, especially in regions where its user base is significantly large. The platform’s efforts to cooperate with global authorities and implement measures to prevent illegal activities demonstrate its commitment to maintaining a safe and secure digital environment for users. As Telegram continues to navigate regulatory challenges, its initiatives in Kazakhstan and other countries serve as important steps towards building trust and ensuring transparency in the digital space.
