Switzerland’s extensive security measures at the Ukraine peace conference

The Summit for Peace in Ukraine held at the luxury Bürgenstock resort near Lucerne has brought about immense security arrangements. Switzerland has deployed up to 4,000 soldiers to protect the more than 50 heads of state and government officials attending the summit, including top leaders such as French President Emmanuel Macron, UK Prime Minister Rishi Sunak, and US Vice President Kamala Harris. This includes setting up multiple checkpoints, installing 6.5 kilometers of fencing and eight kilometers of barbed wire around the perimeter, and establishing a temporary military heliport for delegations to take-off and land. The isolated mountaintop location of the Bürgenstock Hotel provides an extra layer of security, as it has a history of hosting high-level political meetings.

Security measures for the summit not only encompass physical threats but also include cyberattacks and disinformation. Swiss Foreign Minister Ignazio Cassis expressed concerns about potential disruptions to the conference, with the first wave of distributed denial-of-service (DDoS) attacks targeting government websites already underway. DDoS attacks seek to overwhelm websites with a large volume of requests, potentially causing system crashes. The Swiss National Cyber Security Centre anticipates further attacks during the event. These security threats highlight the importance of comprehensive protective measures in place to safeguard the summit’s attendees and proceedings.

The extensive security arrangements put in place for the Summit for Peace have not only impacted the attendees but also the local residents living near the Bürgenstock resort. More than 400 residents with homes and farms beyond the checkpoints require a special pass to access the restricted zone. Some locals have expressed frustration with the organization of the conference, with concerns about noise disturbances from helicopters passing through. The disruption caused by the summit’s security measures has led to complaints from residents who feel their opinions have not been taken into consideration in the planning and execution of the event.

The security measures enforced at the Bürgenstock resort reflect the significant logistical challenges involved in ensuring the safety of more than 50 heads of state and government officials during the Summit for Peace in Ukraine.
