Muscat, Oman – On January 11, 2026, marking the sixth anniversary of His Majesty Sultan Haitham bin Tariq’s reign, the Diwan of the Royal Court announced a suite of landmark initiatives designed to significantly enhance the quality of life for Omani citizens and accelerate the nation’s comprehensive national development plan. This commitment reflects His Majesty’s continued dedication to inclusive economic progress and improving living standards across the Sultanate. The announcement signals a key moment in the realization of Oman’s ambitious Oman Vision 2040.

A Renewed Focus on Citizen Welfare and Economic Diversification

The initiatives, slated for deployment under the Eleventh Five-Year Development Plan (2026–2030), address critical areas including employment, education, housing, and social protection. This holistic approach underscores a recognition of the interconnectedness of these sectors in achieving sustainable and equitable growth. The plan builds on previous successes while addressing emerging challenges in the context of a rapidly evolving global landscape.

Boosting Economic Opportunities with Targeted Investment

Recognizing the importance of a robust economy to support social progress, a substantial OMR 50 million has been allocated to support projects with strong economic and investment returns. Crucially, these projects are specifically designed to generate employment opportunities for citizens. This funding is channeled through an increased budget for the Governorates Development Program, rising from OMR 220 million to OMR 270 million, signifying a strengthened commitment to regional economic balance.

Investing in Oman’s Future Through Education

Education remains a cornerstone of Oman’s long-term prosperity. In a significant move to support students from families in need, financial aid will be extended to over 73,000 school students during the upcoming academic year. Eligibility is tied to families registered under the Family Support System within the Royal Oman Police’s national records, ensuring aid reaches those who require it most. The aid package itself has been doubled, specifically a grant for school supplies, and will be efficiently distributed through the Social Protection Fund.

Strengthening Social Safety Nets

Expanding access to social protection is paramount to ensuring a fair and equitable society. His Majesty has approved amendments to the social protection benefits system, meaningfully increasing support for low-income families. These amendments will result in over 57,000 families qualifying for the Family Support Grant. Overall, the total number of beneficiaries of social protection programs is projected to reach approximately 1.6 million in 2026, showcasing the breadth of the government’s safety net.

Accelerated Employment Initiatives and Housing Programs

A central focus of the new initiatives is tackling unemployment and providing stable career paths for Omanis. The 2026 Job Seekers Employment Program will be implemented at an accelerated pace, creating 60,000 job opportunities across the country. This significant undertaking will be divided between the civil and military government sectors (10,000 positions) and opportunities within government-owned companies and private sector institutions (50,000 positions).

Addressing Housing Needs for Omani Families

Secure and affordable housing is a fundamental requirement for a dignified life. To address this vital need, OMR 100 million has been specifically earmarked for the Social Housing Program for 2026 and 2027. This substantial investment aims to provide housing solutions for eligible Omani citizens, contributing to greater social stability and well-being. The program will likely incorporate various housing models to cater to diverse needs and preferences.

Enhanced Job Security Measures

Recognizing the anxieties surrounding job security, especially in a dynamic economic environment, the duration of the Job Security Allowance has been extended. Eligible insured individuals whose entitlement was previously capped at six months will now receive support for a full year. This provides a crucial safety net for those navigating employment transitions. Detailed criteria and procedures for accessing this extended allowance will be announced by the relevant authorities shortly, ensuring transparency and accessibility.
