Oman is poised for significant advancements in its urban development and sports sector following key decisions made by the Shura Council on Tuesday. The council concluded its deliberation and approved the Draft Urban Planning Law, a crucial step towards realizing the ambitious goals of Oman Vision 2040. The session also saw positive developments regarding increased support for the nation’s sports clubs and federations, alongside preparations for a discussion with the Minister of Labour.

Approval of the Landmark Urban Planning Law

The Shura Council’s approval marks a substantial milestone in Oman’s legislative process for managing its growing urban landscape. This Urban Planning Law, initially referred by the government, underwent extensive review during the 6th ordinary session of the third annual sitting (2025–2026) of the 10th Term (2023–2027). The session was led by Khalid Hilal Al Maawali, Chairman of the Council, highlighting the importance placed on this legislation.

A Comprehensive Review Process

Dr. Hamoud Ahmed Al Yahyai, Chairman of the Services and Public Utilities Committee, presented a detailed report outlining the rigorous study undertaken to shape the new law. The committee looked at successful urban development models implemented in neighboring countries, striving to incorporate best practices tailored to Oman’s unique needs and context.

Furthermore, they proactively engaged with key stakeholders, including specialists from the Ministry of Housing and Urban Planning, the Oman Society of Engineers, and leading academic experts. This collaborative approach ensured the law is grounded in sound technical expertise and addresses realistic challenges.

Aligning with Oman Vision 2040

The approved Urban Planning Law isn’t simply an update to existing regulations; it’s a foundational element for achieving the objectives laid out in Oman Vision 2040. This national strategy focuses on diversified economic growth, sustainable development, and improved quality of life for all citizens. The new legal framework is designed to facilitate responsible and efficient urbanization, adapting to Oman’s evolving socio-economic landscape.

Council members meticulously examined several critical aspects to maximize the law’s effectiveness. Efforts were focused on ensuring it powerfully supports the National Strategy for Urban Development.

Critically, the law seeks to establish clear mechanisms for collaboration between government bodies, private sector organizations, and local communities. This integrated approach is vital for sustainable planning and successful implementation. Additionally, a strong emphasis was placed on ensuring new infrastructure can effectively handle future growth while upholding core values of social security, public health, and environmental protection.

Boosting the Sports Sector Through Increased Funding

Alongside the crucial urban planning advancements, the Shura Council also demonstrated its commitment to bolstering Oman’s sports infrastructure and performance. A report from the Youth and Human Resources Committee advocating for increased financial allocations and support for both sports clubs and federations received unanimous approval.

Acknowledging the obstacles surrounding sports investment and resource mobilization, the committee presented a series of recommendations aimed at attracting greater private sector involvement. This includes incentivizing partnerships, fostering innovation in funding models, and prioritizing investment in modern, high-quality sports facilities.

The Council recognises that investing in sports extends beyond athletic achievement, contributing to community well-being, promoting a healthy lifestyle, and enhancing the nation’s overall image. This increased support will undoubtedly help Omani athletes reach their full potential and drive further development in the sector.

Looking Ahead: Discussion with the Minister of Labour

The Shura Council’s agenda continues to be full as it prepares for a vital discussion with the Minister of Labour scheduled for Wednesday. This session will centre around five key themes, all directly related to Oman’s employment and training landscape within both the public and private sectors.

Specific areas anticipated to be covered include initiatives to reduce unemployment rates, programs designed to enhance workforce skills, and strategies to attract and retain Omani talent. This dialogue is expected to generate valuable insights and inform future policy decisions aimed at creating a more robust and inclusive labor market.

The focus on employment comes at a crucial time, aligning with Oman Vision 2040’s aim of creating a skilled and productive workforce capable of supporting the nation’s economic diversification efforts. This discussion underscores the Shura Council’s proactive role in addressing critical national priorities and driving positive change.
